Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Gary Lemon and Dave Murray. Tyler Wade and Mark Hammer absent. III. Public Petitions and Comments - None IV. Special Requests - None V. Department Reports: a. Cemetery — Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Shannon Norman f. Police Department —Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department— Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • Quail Unlimited and Ernie met with Mayor and discussed adding wildflower development and conversation in the Cemetery to reduce mowing in our undeveloped areas. • YMCA land appraisals are in the works. • Storm Water Grant- We were the only one to apply. • Wayfinding Project moving along and will be meeting Friday • Police will begin giving warning tickets on truck routes • Draft Utility budget will be presented to the BOW. • Interviews for City Planner will begin- Three applications were received. B. Clerk-Treasurer's Report- Nothing to report C. Councilors' Report- Adam Cohen reminded everyone Monon Bell game this coming Saturday. He also congratulated the DPU volleyball team for making it to the NCCA tournament. He also thanked the League of Women Voters for putting together Meet your Elected Official meetings. He was encouraged by the public turn out. Stacie Langdon wants to revisit making Vine Street and Franklin Street a 4 —way stop. Gary Lemon commented there were some other stops that need to be reviewed like the 3-way stop at Indiana and Franklin. . VII. Approval of Minutes A. Regular Session-October 12, 2017 Motion by Adam Cohen to approve October 12, 2017 regular session minutes as presented, second by Gary Lemon, 5-0, motion carried VIII. Approval of City Claims A. Motion by Stacie Langdon to approve claims as presented, second by Dave Murray,4-0, motion carried. Steve Fields abstained because of Jameson Coffee Claim. IX. Old Business- A. Ordinance 2017-12-(Second Reading) An Ordinance Establishing the Size of and Fixing the Salaries for the Employees of the Greencastle Municipal Water and Wastewater, Greencastle, Indiana for the Year 2018.- Motion by Adam Cohen to approve Ordinance 2017-12 on second reading, second by Stacie Langdon, 5-0, motion carried. X. New Business- A. Resolution 2017-17- A Resolution Authorizing Transfer of Appropriation from Motor Vehicle Highway Fund 201 and Local Road and Bridge Matching Fund 217 for the City of Greencastle, IN- Motion by Steve Fields to approve Resolution 2017-17, second by Gary Lemon, 5-0, motion carried. Mayor pory informed the council we would be working on the INDOT Federal Application and they needed to be thinking of an appointment for the Putnam County Tourism Board. XI.
