NOTICE IS HEREBY GIVEN that on Wednesday,February 3,2021,a public hearing will
be held before the Lynwood CDBG Advisory Board for citizens input into the development of the
City's Annual Action Plan for the period of July 1,2021 through June 30,2022. The Annual Action
Plan includes the proposed activities,resources and expenditures for the Community Development
Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. The City of
Lynwood welcomes any recommendations, suggestions, or other input on the City's Fiscal Year
2021-22 Annual Action Plan. The Annual Action Plan must be prepared according to the U.S.
Department of Housing and Urban Development (HUD) regulations. A copy of HUD's final rule
(issued January 5, 1995, Federal Register) is available upon request.
HUD requires an Annual Action Plan in order for the City to receive federal funds under the
CDBG and HOME programs. In past years, these monies has been used for a wide variety of
activities, including but not limited to, housing rehabilitation, public service activities, code
enforcement, and various capital improvements including street improvements, curb cuts for the
handicapped and park facilities.
While federal funding awards have not yet been announced by HUD for FY 2021-22,the City
of Lynwood estimates it will receive close to the same funding as received in FY 2020-21,which is
approximately$1,133,630 in CDBG funds and$560,877 in HOME funds. However,the City will
not be certain of the actual funding amount for either program until the federal notification of
awards.
It should be noted that under the CDBG program eligible projects must either provide
benefits to low or moderate-income persons, eliminate slum or blighted conditions, or is an urgent
need. In addition, at least 70% or more of the FY 2021-22 entitlement total must be used for
activities benefiting low and moderate-income residents of Lynwood. Of the HOME funds received;
funds can only be used for housing activities benefiting low or moderate-income persons.
The City of Lynwood intends to provide reasonable accommodations in accordance with the
Americans with Disabilities Act of 1990. If special accommodations are required, please contact

Citizens' wishing to comment on the City's FY 2021-22 Annual Action Plan after the
February 3, 2021 public hearing must do so in writing by 5:00 p.m. on Tuesday, May 4, 2021.

It is anticipated that the Lynwood City Council will take final action on the FY 2021-22
Annual Action Plan at a City Council meeting to be held on May 4, 2021, pending release of final
funding awards.
NOTICE IS FURTHER GIVEN that on Wednesday,February 3,2021,at the hour of 6:00
p.m., or as soon thereafter as the matter may be heard, the Lynwood CDBG Advisory Board will
hold a public hearing by TELECONFERENCE VIA WEBEX for the solicitation of public comment
on the City of Lynwood's FY 2021-22 Annual Action Plan. Those interested in participating may do
so by calling (310) 372-7549 and entering Conference Code: 852724. All interested persons may
listen in at said time and participate in this matter.

NOTICE IS FURTHER GIVEN that if you challenge the aforementioned action in court,
you may be limited to raising only those issues you or someone else raised at the public hearing
described in this notice,or in written correspondence delivered to the City at, or prior to the public
hearing.
