Workshop: 2015 Budget
Regular Meeting: Roll Call
Approval of Agenda:
Trustee Soles moved, and Trustee Mather seconded the motion to approve the
Agenda. Motion carried: 7-0.
Consent Agenda:
a) Minutes — August 6, 2014
Trustee Miller moved, and Trustee Taylor seconded the motion to approve the consent
agenda. Motion carried: 7-0.

Discussion and Possible Action Regarding:
a) Community Trails Plan — Resolution 2014-08-05 Approving the Community Trails
Plan for the Town of Fraser
TP Trotter briefed the Board on the conception of the Community Trails Plan and the
community involvement with moving this plan forward. The document will evolve as the
trails throughout the community evolve and change.

Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2014-08-05 Approving the Community Trails Plan for the Town of Fraser. Motion
carried: 7-0.
b) Resolution 2014-08-04 Supporting The Town Of Fraser Grant Application
For A Local Parks And Outdoor Recreation Grant From The State Board
Of The Great Outdoors Colorado Trust Fund And The Completion Of The
Fraser Pedestrian bridge Project
TP Trotter outlined the GOCO grant application for $136,000 for a 60 ft. span pedestrian
bridge over the Fraser River with a raised boardwalk. This will include a %2 mile loop, and
the cost to move a part of the trail that currently sits on the Safeway property over to the
Town property. We have received the Army Corp of Engineers permit and a grant from
$10,000 Grand County. The Town match budgeted in 2014 is $100,000.
Trustee Taylor moved, and Trustee Waldow seconded the motion to approve
Resolution 2014-08-04 Supporting The Town Of Fraser Grant Application For A Local
Parks And Outdoor Recreation Grant From The State Board Of The Great Outdoors
Colorado Trust Fund and The Completion Of The Fraser Pedestrian bridge Project.
Motion carried: 7-0.

9. Executive Session: For a conference with the Town's Attorney for the purpose of
receiving legal advice on specific legal questions under C.R.S. Section 24-6-
402(4) (b) and for the purpose of determining positions relative to matters that
may be subject to negotiations, developing strategy for negotiations, and/or
instructing negotiators, under C.R.S. Section 24-6-402(4)(e) regarding
water easement and to include TA McGowan, TM Durbin and PW Nordin.
Trustee Taylor moved, and Trustee Naill seconded the motion to enter executive
session. Motion carried: 7-0.
