Regular Meeting
Minutes
April 13, 2017 7:00 P.M. Greencastle City Hall
I. Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Tyler Wade, Gary Lemon, and Dave Murray. Mark
Hammer was absent.
III. Public Petitions and Comments — None
� IV. Rokicki Common Council Scholarship-Phyllis Rokicki- Phyllis Rokicki
thanked the Common Council for participating in the Rokicki Common Council
Scholarship. She asked them to contribute like previous years to the
foundations. It was agreed on by the council they would contribute enough for
the scholarship to be $1000.
V. Special Requests:
A. Street Closure Request— Greencastle High School Color Run — Key
Club. Motion by Adam Cohen to allow the GHS Key Club Color Run to be
run on the streets of Greencastle on April 15, 2017, second by Gary
Lemon, 6-0, motion carried.
VI. Public Hearing- Crown Equipment Corporation and Force Holding LLC-
Motion by Steve Fields to close the public hearing, second by Adam Cohen,
6-0, motion carried.

A. Mayor's Report- Mayor updated the council on the following items:
• Meeting with the architectural firm for the Community Center Project.
• Fire Station Remodel going well. Firefighters back in their living
quarters.
• Wastewater plant nearly completed.
• Band Shell has been removed and borings for foundation are being
done.
• Curbs are going in at the new housing addition "Whispering Wind".
B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the
following items:
• Will be looking at our record retention schedule and will destroying
any old records that can be eliminated.
• Working on Personnel files and making sure we have all the correct
documents for each employee.
• Continuing working on Internal Controls
• Automating time and attendance forms in all City departments.
• 2018 Budgets will be coming.
�,,,�,. C. Councilors' Report- Steve Fields asked about the INDOT drainage issues
with Mr. Rogers's property. Tyler Wade reminded everyone to be mindful
of what is going on at the Federal and State levels that will impact us
locally. Dave Murray asked about status of truck routes and if we could
have an updated EDIT plan by next council meeting.
IX. Approval of Minutes
A. Regular Session-March 9, 2017 - Motion by Tyler Wade to approve
March 9, 2017 minutes with the correction of Resolution 2017-2 be
changed to Resolution 2017-4, second by Adam Cohen, 6-0, motion
carried.
X. Approval of City Claims
A. Motion by Dave Murray to approve claims as presented, second by Adam
Cohen, 5-0, motion carried. Steve Fields abstained because of Jameson
Coffee Claim.
XI. Old Business
A. Ordinance 2017-2 — An Ordinance Amending the Employee Handbook
-Second Reading - Motion by Tyler Wade to approve Ordinance 2017-2
� as presented, second by Stacie Langdon, 6-0, motion carried.

A. Greencastle/Putnam County Development Center Funding. Motion by
Steve Fields to approve the funding of the Development Center in the
amount of$45,000, second by Tyler Wade, 6-0, motion carried.
B. Resolution 2017-5 —A Resolution Reaffirming Resolution 2017-4 and
Declaring an Economic Revitalization Area and Recommended Tax
Deduction (Crown Equipment Corporation & Force Holdings LLC)—
Motion by Dave Murray to approve Resolution 2017-5 as presented, second
by Gary Lemon, 6-0, motion carried
C. Resolution 2017-6 —A Resolution Transferring Surplus Property to
Brownsburg Fire Territory. Motion by Steve Fields to approve Resolution
2017-6 as presented, second by Adam Cohen, 6-0, motion carried.
D. Ordinance 2017-3 — An Ordinance Amending Chapter 7: Building and
Construction Regulations of the Greencastle City Code — First
Reading- Motion by Dave Murray to approve Ordinance 2017-3 as
presented, second by Stacie Langdon, 5-0, motion carried, Steve Field
abstained.
�- E. LOIT Public Safety Long-Term Plan- No formal Action Taken.
XIII. Adjournment
Motion by Tyler Wade to dismiss at 8:38 PM, second by Gary Lemon,
6-0, Motion carried.
