Savannah Beach, Ga.,
November 20, 1968.
The regular meeting of Council was held today at 3 P.M., in the
Comncil Room and was attended by Mayor Counihan, who presided, and
Councilmen Daniels, Jung, Cary, Schwarz, Jone, Hohenstein Chief
Price and Mrs. Evelyh Butler.
Mrs. Butler asked about the status of Gentlehaven Home - Councilman
Daniels stated that terms of the lease will be discussed the coming
weekend - also proposed merginc of Gentlehaven with Retarded Childrens
Center in Savannah - he proposed at the last meeting-of Council .
that the building be leased to Gentlehaven for a fair and reasonable
figure - wants it kept open if possible - he was appointed to Gentlem
haven Committee by former Mayor J.A.Brown and sat in on meetings -
through the years - the home has had some difficult times - it wants
to remain at Savannah Beach - Councilman Schwarz asked if it is
leased could the Town get it back if it was needed - Councilman
Daniels stated that the Town would have to give a reasonable time
to do this - he favors leasing it to them - the Mayor appointed
members of Council consisting of the entire Board,a Committee to handle.
The minutes of the meeting October 16, were read and approved.
Copy of letter from County Commissioners to W.T.Greer of GSAPD Com-
mission, dated 11-18-68, agreeing to grant request of Town for GSAPD
to make a comprehensive planninm study for the Town was read, but
contingent that there be no increase in the assessed cost for the
Commission budget.
Letter from County Commissioners, dated 11-4-68, to Bart Shea, T.A.,
refusing to credit the 1968 Tax Digest to 1969.
A letter was read objecting to discontuance of the Nancy Hanks train
between Savannah and Atlanta - Councilman Daniels moved that a letter
be written to the Public Service Commission objecting to the discon-
tinuance of this train - CouncilnarSchwarz seconded, the motion passed.
The Golden Agers petitioned for $15.00 per month to help defray some
of the expenses of the organization - Councilman Hohenstein moved
that it be granted - Councilman Jones seconded, the motion passed.
CouncilmanDaniels informed Council that the Polce Committee uprott4
a liquor license toN.C.Alexander and moved that it be granted -
Councilman Schwarz seconded, the motion passed.
Councilman Daniels moved that a permit be granted for a bon-fire on
New Years Eve - Councilman Schwarz seconded, the motionspassed -
Councilman Cary sur3ested that a permit from the owner of the property
where the fire is to held be gotten by the participants.
Councilman Jung read the auditors mathly report which shows that the
Tern is in good financial position, but spending be watched - the
Mayor stated that the report was very encouraging and recommendedm
making arranmements now to borrow not over $30,000.00, if needed -
Councilman Cary moved that the Mayor be authorized to borrow not
over $30,000.00, to meet a casual deficiency when and if needed -
Councilman Jones seconded, the mtion passed:

Councilman Jung moved that a copy of a portion of the auditagao,Aad
monthly report be sent to the taxpryers - Councilman Joneyana T.
motion passed.
Councilman Jung stated that regarding several requests for permits
to erect multiple apartments east of Butler Avenue, the Zoning
Ordinance wouls have to be amended to allow this.
Councilman Jung moved. that the official seal of the Town showing
the Lighthouse be adopted and used as the official seal of the
Town - Councilman Jones seconded, the motion passed.
Councilman Jung reported that the Golf Course metter is not solved,
the Ocean View Restaurent is on land owned by the Town - it cannot be taxed
referred to Attorrjey Shea to handle.
Councilman Jung seated that he had met with Mr. Greer of GSPCommission
regarding aid for Tybee - the Mayor irformed Council that Mr. Greer
will help.
Councilman Cary aaked, regarding property owners renting taetenants,
who is responsible for paying the water bill - read proposed
Ordinance and made a motion that it be adopted and placed on first
reading - Councilman Jones seconded and the motion passed.
ORDINANCE.
Councilman Schwarz informed Council that he had contacted Mr. Madison
Brower of Civil Defense regarding surplus equipment - especially
fire ettig4ing equipment - called. Bloomingdale about an engine, It
was loaned to them by Georgia Forestry Commission - asked who is
responsible for getting equipment - someone must be appointed by
the Town - the Mayor appointed Councilman Schwarz to handle the
matter.
Mr. Shea was requested to write to ex-Mayor Brown to returnethe
Towns records, ect.
Councilman Schwarz reported that Supt Reed had out the shrubbery
as instructed.
Councilman Jones moved that an Ordinance requiring removing trash,
debis, ect., from property be adopted and placed on first reading -
Councilman Cary seconded, the motion passed - he also stated that
the Town must provide a place for the trash to be dumped.

Councilman Jones reported that Chatham Avenue at south end has
been opened, signs installed and the fence opened.
The Mayor informed Council that the floor at the American Legion
Hall has been repainted.
The Mayor informed. Council that Isaac Janka and John Harrington
had purchased the Duncan home in Fort Screven on one of the old
forts and wanted to buy several of the adjolininc forts owned by
the Town - they will operete a restaurant, supper club, put in
a swimming pool, motel, build a helicopter pad, ect., - the Mayor
stated that the forts should be retained - Councilman Jung suggested

that they be leased - Councilman Hohenstein hopes that it will-be
a nice addition to the island - the flayor will appoint a committee
to handle that matter.
The meebers of Council will meet each Wednesday at 7 P.M., to
review tje proposed new Charter - except on meeting nits of
Council.
Bills for the several departments were approved for payment.

The regular meeting of Council way held today, in the Counail Room,
and was attended by Mayor Counihan, who presided, and Councilmen
Jung, Cary, Schwarz, Hohenstein, Jones, Town Attorney Shea, Supt
Heed, Mrs. Margie Solomon, Mrs. Mcgrady and Mrs. Hemieeway.
Mrs. Solomon infotmed Council teat Miss Ruby Pound is moving away
from Tybee after residing here for 30 years, 20 of which she served
UE Chief Operator of the telephone exchange here and requested that
in recegnitation of her services to the coemunity that Council honor
aa her by disignating Sunday, January 5, 1969, as Ruby Pound Day.

that 5th Street be made a one way street, east to west, especially
during school hours - Councilman Schwarz moved 5th Street be made
one way from east to west - Councilman Jones seconded the motion
passed - Councilman Cary will hanale.
Councilman hohenstein reported that the ducks have been moved from
General George Marshall Park - the fence has been placed around the
Cemetary in Memorial Perk and also the the Water Tank.
Councilman Jones stated that numbers should be placed on the houses
an sugeested that theJeycees or Optimist Club might e'la; take it
on as a project.
Councilman Schwarz reported that the oleanders have been cleared.
Councilman Cary sugeested that a caeck be made with the insurance
company to see if the Towns' fire engine is approved - Councilleee
Schwarz will check and rdOrt back.
Councilman Cary reported thatthe 5/8th water meter now used at
the "Wishee Washie" Laundry is too small, a larger meter is needed.
