Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, Mark Hammer, Gary Lemon, and Dave Murray. III. Public Petitions and Comments — None � IV. Special Requests: A. DPU Noise Waiver Request-Edwin Jacobi- Motion by Adam Cohen to approve the request as presented, second by Dave Murray, 7-0, motion carried. V. Public Hearing- Addition Appropriations for Fund 249 LOIT Public Safety- Motion by Tyler Wade to close the public hearing, second by Mark Hammer, 7-0, motion carried. VII Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Shannon Norman f. Police Department— Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department— i. City Attorney - Laurie Robertson Hardwick VIII. Reports A. Mayor's Report- Mayor updated the council on the following items: • Will need to have an Executive Session to discuss real estate site for `"""' the new Community Center Project. • Have received five proposals for Wayfinding project. • South Street project resuming. . , �'. B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the � following items: • All employees received Anti-Harassment and Discrimination training this month. • Work on the 2018 Budgets will be starting soon. • Pool concession and front desk will have new POS systems. C. Councilors' Report- Adam Cohen reported that Brad Kelsheimer is leaving DePauw. Stacie congratulated Greencastle High School for being the English State Champions for the last 5 years. Steve Fietds thanked the volunteers who planted flowers at the library on behave of the sustainability commission. Tyler Wade reminded everyone to be mindful of what is going on at the Federal and State levels that will impact us locally. Mark wanted to know if all the scholarship money was received. Gary Lemon questioned the flag signs located at Locust Street and Washington Street. It is too hard to see around them. Dave Murray recognized Tyler Wade for his participation with Dancing With the Stars IX. Approval of Minutes A. Regular Session-April 13, 2017 - Motion by Tyler Wade to approve April 13, 2017 minutes as presented, second by Gary Lemon, 6-0, motion carried. Mark Hammer abstained since he was absent the last meeting. � X. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 6-0, motion carried. Steve Fields abstained because of Jameson Coffee Claim. XI. Old Business A. Ordinance 2017-3 — An Ordinance Amending Chapter 7: Building and Construction Regulations of the Greencastle City Code -Second Reading - Motion by Adam Cohen to approve Ordinance 2017-3 as presented, second by Stacie Langdon, 7-0, motion carried. XII. New Business A. Resolution 2017-7 — A Resolution Authorizing an Additional Appropriation to the Annual Budget— Motion by Tyler Wade to approve Resolution 2017-7 as presented, second by Mark Hammer, 7-0, motion carried B. Street and Sidewalk Report — Jessica Hartman gave a summary of the streets and sidewalks that will be repaired this year. This discussion was held during department reports. No Action Taken. C. Wheel and Surtax Discussion — No Action Taken �.. D. EDIT Plan- Mayor presented a five year plan to the council. No Action Taken �' ' • � XIII.
