Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory cal�ed the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, Mark Hammer, Gary Lemon, and Dave Murray. III. Public Petitions and Comments — Jeff Hubble introduced the new Assistant Superintendent Donovan Garletts. �`` IV. Special Requests: A. Street Closure Request- Putnam County 4H Fair Parade- Nancy Michael- Motion by Adam Cohen to approve the request as presented, second by Steve Fields, 7-0, motion carried. B. Street Closure Request- DePauw Alumni Event- Bruce Clute- No objection to closing the street an hour earlier of a previous approved request C. Street Closure Request- Almost Home- Gail Smith- Motion by Dave Murray to approve the street closure request as presented, second by Gary Lemon, 7-0, motion carried. D. Noise Ordinance Waiver Request-Almost Home- Motion by Tyler Wade to approve the request as presented, second by Adam Cohen, 7-0, motion carried. VII Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Shannon Norman f. Police Department—Tom Sutherlin g. Department of Public Works — Brad Phillips � h. Mayor's Report- Mayor updated the council on the following items: '``� • Wastewater office building almost complete • John Garner is working on a butterfly garden • Band shelter progressing with plans • Celebrate 4 has received over $6,000 for fireworks. • Street resurfacing and sidewalk bids are out. • South Street is in its final stages to be completed soon. • Interviewing firms for the Wayfinding Project. • Still reviewing options for a Maintenance Laborer powntown B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the following items: • Work on the 2018 Budgets will be starting soon. • Working with the departments to improve timekeeping by computerizing some of the manual processes. C. Councilors' Report- Adam Cohen invited everyone to the Putnam Pride Initiative picnic in park on June 24, 2017 from 5-7 pm. Stacie Langdon thanked Ernie's staff for the work they did preparing for the Memorial Day Ceremony. Steve Field reminded everyone of the Nature Play Days. Gary Lemon thanked Shannon Norman in looking into signage concerns. D. IX. Approval of Minutes ,,` A. Regular Session-May 11, 2017 - Motion by Dave Murray to approve May 11, 2017 minutes as presented, second by Tyler Wade, 7-0, motion carried. X. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Stacie Langdon, 6-0, motion carried. Steve Fields abstained because of Jameson Coffee Claim. XI. Old Business-None XII. New Business A. Ordinance 2017-4 — An Ordinance Amending the Text of the City of Greencastle, Indiana Zoning Ordinance and Subdivision Control Ordinance (First Reading) - Motion by Tyler Wade to waive the full reading of Ordinance 2017-4, second by Adam Cohen, 7-0, motion carried. However Shannon Norman did read each change in detail and explained the changes. Motion by Tyler Wade to approve Ordinance 2017-4 as presented, second by Steve Fields, 7-0, motion carried B. Ordinance 2017-5 — An Ordinance Repealing Section 8-76: Heavy � Vehicles Prohibited on Designated streets and Replacing it with Section 8-76: Truck Routes (First Reading)- Motion by Stacie Langdon r ��.. to approve Ordinance 2017-5 as presented, second by Mark Hammer, 7-0, motion carried � C. Ordinance 2017-6 — An Ordinance of the Common Council of the City of Greencastle, Putnam County, Indiana, Imposing a Municipal Motor Vehicle License Excise Surtax and Municipal Wheel Tax. (First Reading)- Motion by Dave Murray to approve Ordinance 2017-6 as presented, second by Gary Lemon, 6-1, Stacie Langdon opposed, motion carried D. Greencastle Economic Development Area Tax Increment Request 2017 pay 2018. - Motion by Dave Murray to capture 125,000,000 in assessed value with the remaining assessed value be passed to the taxing districts., second by Gary Lemon, 7-0, motion carried E. Discussion of Speed Limit on State Route 240- No formal action taken but will make some inquires with INDOT about speed limit. XIII.
