1. CALL TO ORDER
The meeting was called to order at 6:00 p.m. and Chairman LaPointe noted that there
was a quorum present with 5 members in attendance.
2. EXECUTIVE SESSION
A. EXECUTIVE SESSION: PURSUANT TO THE OPEN MEETINGS ACT,
CHAPTER 551, TEXAS GOVERNMENT CODE, SECTION 551.071. REFER TO
POSTED LIST ATTACHED HERETO AND INCORPORATED HEREIN.
EXECUTIVE SESSION MAY BE HELD, UNDER THESE EXCEPTIONS, AT ANY
TIME DURING THE MEETING THAT A NEED ARISES FOR THE PLANNING AND
ZONING COMMISSION TO SEEK ADVICE FROM THE CITY ATTORNEY AS TO
THE POSTED SUBJECT MATTER OF THIS PLANNING AND ZONING
COMMISSION MEETING.
No executive session was required at this meeting.
B. RECONVENE: Action necessary on items discussed in Executive Session
3. PUBLIC COMMENTS
Lou Tennison, 7036 Hardisty Street spoke regarding the sinking condition of Hardisty
Street.
REGULAR AGENDA
4. Approve minutes from the June 2, 2020 Planning and Zoning Commission
meeting.
Motion: Motion was made by Commission Member Jones and seconded by
Commission Member Durham to approve the minutes from the June 2,
2020 Planning and Zoning Commission meeting.
Motion carried by a vote of 5-0.
5. Consider an Ordinance for Zoning Change on property described as Lots 3
and 4, Block 15, Richland Hills Addition, an addition to the City of Richland
Hills, Tarrant County, Texas and located at 7012 Boulevard 26, Richland Hills,
Texas. Current Zoning: Retail (R). Requested Zoning: Industrial (I) PUBLIC
HEARING
Candice Edmondson, City Manager presented an Ordinance for Zoning Change on
property described as Lots 3 and 4, Block 15, Richland Hills Addition, an addition to the
City of Richland Hills, Tarrant County, Texas and located at 7012 Boulevard 26,
Richland Hills, Texas. Current Zoning: Retail (R). Requested Zoning: Industrial (I).
The applicant for this case is Dzevat "Jerry" Tairi owner of the restaurant, Jerry's Italian
Bistro. Mr. Tairi has owned the property since 2004. Over the last several years Mr.
Tairi has seen a steady decline in his business and would like to open a used car sales
lot on the property. The only place in the City's current Comprehensive Zoning Plan
where used car sales are permitted is in the Industrial District.
Beverly Gotthardt, 7025 Hardisty Street spoke against the zoning change.
Chairman LaPointe opened the public hearing —Time 6:12 p.m.
Steven Marcuse, 7001 Hardisty Street spoke in favor of the zoning change.
Joan Hudson, 7024 Hardisty Street spoke against a permanent industrial zoning
change.
Lou Tennison, 7036 Hardisty Street spoke against the zoning change.
Cathy Andrews, 7060 Hardisty Street spoke against the zoning change.
Karen Wright, 3717 Popplewell spoke against the zoning change.
Chairman LaPointe closed the public hearing —Time 6:25 p.m.
Motion: Motion was made by Commission Member Sabin and seconded by
Commission Member Durham to deny an Ordinance for Zoning Change
from Retail (R) to Industrial (I) on property described as Lots 3 and 4,
Block 15, Richland Hills Addition, an addition to the City of Richland Hills,
Tarrant County, Texas and located at 7012 Boulevard 26, Richland Hills,
Texas. Current Zoning: Retail (R). Requested Zoning: Industrial (I)
Motion carried by a vote of 5-0.
6. ADJOURNMENT
There being no further business to come before the Commission, Chair LaPointe
declared the meeting adjourned at 6:35 p.m.
