RESOLUTION NO. 2020.148
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, TO AUTHORIZE
THE ELIMINATION OF SEVENTEEN (17) FILLED AND VACANT
POSITIONS AND TO AUTHORIZE THE ACTING CITY MANAGER TO
IMPLEMENT THE RESULTING LAYOFFS AND AUTHORIZE THE
ACTING CITY MANAGER TO IMPLEMENT A MODIFED LAYOFF
BASED ON IMPROVED ECONOMIC CONDITIONS."
WHEREAS, the City of Lynwood is a General Law City under California law and is
governed by and elected City Council; and
WHEREAS, the City Council of the City of Lynwood has adopted a two-year
budget for FY 2019-20 and FY 2020-21; and
WHEREAS, the City- of Lynwood is facing a financial crisis due to declining
revenues as a result of the COVID-19 pandemic; and
WHEREAS, the City of Lynwood has also seen a decline in workload in certain
Departments and positions as a result of the COVID-19 pandemic; and
WHEREAS, in accordance with §18-5.1 of the Lynwood Municipal Code, the City
Council may approve, with a 4/5th vote, the layoff of employees, as subject to meeting
and conferring on the effects of the layoffs and in accordance with specified rules in the
applicable Memorandum of Understanding.
NOW, THEREFORE, THE LYNWOOD CITY COUNCIL DOES HEREBY
RESOLVE AND DETERMINE AS FOLLOWS:
Section 1: Authorize the elimination of seventeen (17) filled and vacant positions
and resulting layoffs as follows, subject to meeting and conferring on the impact of the
layoffs and any specified rules in the applicable Memorandum of Understanding:

Section 2. Authorizing the Acting City Manager or her designee to implement the
vacant position reductions effective immediately upon adoption of the resolution.
Section 3. Authorize the Acting City Manager or her designee to implement the
layoffs resulting from the elimination of filled positions, as subject to meet and confer
obligations and in accordance with applicable layoff rules.
Section 4. Authorize the Acting City Manager or her designee to implement
modified/reduced layoffs based on improved economic conditions, as subject to meet and
confer obligations and in accordance with applicable layoff rules.
Section 5. The City Clerk shall certify to the adoption of this resolution and
hereafter the same shall be in full force and effect.
