RESOLUTION NO. 2020.155
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AWARDING A
CONTRACT TO CIVIC CONSTRUCTION ASSOCIATES IN THE
AMOUNT OF $ 496,009 FOR THE YVONNE BURKE-JOHN D. HAM
PLAYGROUND/PARK RENOVATION IMPROVEMENT PROJECT; AND
AUTHORIZING AN APPROPRIATION IN THE AMOUNT OF $725,000
FOR THE PROJECT FROM THE 2019 LEASE REVENUE BOND
WHEREAS, the proposed Yvonne Burke-John D. Ham Park Playground/Park
Renovation Improvement Project (Project) consists of construction a new Playground
system for kids ages 5 through 12, park improvement with new landscape and Hardscape,
new lighting, new irrigation system, a Shade Structure, benches, new turf, a drinking
fountain, a swing set, new Park Entry Archway and new trees and planters; and
WHEREAS, the Project is located at 11832 Atlantic Avenue, specifically at the
northwest section of the park at the existing playground and area adjacent to the existing
playground; and
WHEREAS, on September 2, 2020, the Notice Inviting Bids for the Project was
advertised in the Daily Journal, Bid America, and on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on Monday,
September 28, 2020 at 3:00 P.M. (Pacific Time); and
WHEREAS, staff received thirteen (13) bid proposals; and
WHEREAS, Civic Construction Associates was the apparent lowest responsible
bidder; and
WHEREAS, to move forward with this Project, appropriation is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1.. The Mayor is hereby authorized to execute the agreement between the City
of Lynwood and Civic Construction Associates, for the Yvonne Burke-John D. Ham
Playground/Park Renovation Improvement Project in the amount of$496,009.
Section 2. The City Council approves the following appropriation to be later reimbursed
by land sale proceeds if or when it becomes available:

Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d) to
exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and
authorizes the City Manager to approve consultant, vendor agreements, modifications,
change orders or agreement amendments related to the Project up to the available
Project Budget.
Section 4. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
