A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AWARDING A
CONTRACT TO EXCEL PAVING INC. IN THE AMOUNT OF $688,841
FOR THE LYNWOOD ROAD, OLIVE STREET, MCMILLAN STREET,
COOKACRE AVENUE AND RAYBORN STREET, STREET
IMPROVEMENT PROJECT; AND AUTHORIZING AN APPROPRIATION
IN THE AMOUNT OF $953,841 FOR THE PROJECT
WHEREAS, on July 16, 2019, the City Council adopted a list of street segments
referred to as Priority I List of Street Improvement Projects; and
WHEREAS, the street segments of 1) Lynwood Road, from Monrovia Avenue to
Lindbergh Avenue, from School Street to Olive Street, and from Bullis Road to Fir Street,
2) Olive Street; from Lynwood Road to Louise Street, 3) McMillan Street; from City limits
east of Harris Avenue to City limits west of Waldorf Drive and from Atlantic Avenue to City
limits east of Gibson Avenue, 4) Cookacre Avenue; from McMillan Street to Carlin
Avenue, 5) Rayborn Street; from Wright Road to Edgebrook Avenue are included in the
Priority I List of Street Improvement Projects ; and
WHEREAS, the Lynwood Road, Olive Street, McMillan Street, Cookacre Avenue,
and Rayborn Street, Street Improvement Project (Project) consists of cold
milling/removing the existing pavement and applying fresh coat of asphalt pavement,
replacement of concrete sidewalks, curb and gutters, driveways approaches, cross
gutters, and curb ramps, traffic striping, and other miscellaneous improvement; and
WHEREAS, on September 29, 2020, the Notice Inviting Bids for the Project was
advertised in the Daily Journal, Bid America, and on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on October 12,
2020 at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received eight (8) bid proposals; and
WHEREAS, Excel Paving, Inc. is the lowest responsible bidder; and
WHEREAS, to move forward with this Project, appropriation is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The Mayor is hereby authorized to execute the agreement between the City
of Lynwood and Excel Paving, Inc. for the Lynwood Road, Olive Street, McMillan Street,
Cookacre Avenue and Rayborn Street, Street Improvement Project in the amount of
$688,841.
Section 2. The City Council approves the following appropriation:

Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d) to
exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and
authorizes the City Manager to approve consultant, vendor agreements, modifications,
change orders or agreement amendments related to the Project up to the available
Project Budget.
Section 4. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
