A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING
AN APPROPRIATION IN THE AMOUNT OF $50,000 FROM THE
REFUSE FUND (FUND 1052) TO OBTAIN THE SERVICES OF
MUNIENVIRONMENTAL TO PERFORM WORK ON THE RATE
NEGOTIATIONS AND SOLID WASTE FRANCHISE AGREEMENT
AMENDMENT AND FOR THE DEVELOPMENT AND IMPLEMENTATION
OF A CITYWIDE ORGANICS RECYCLING
WHEREAS, over the years, CalRecycle has imposed unfunded mandates onto
cities and counties to divert waste from the landfill and to reduce GHG emissions; and
WHEREAS, in 2016, the Governor signed into law SB 1383 establishing methane
emissions reduction targets in a statewide effort to reduce emissions of short-lived climate
pollutants; and
WHEREAS, the City entered into a contract with Waste Resources Inc. in 2013
prior to the adoption of SB1383; and
WHEREAS, SB1383 imposes certain collection and processing, edible recovery,
and procurement requirements onto cities and counties; and
WHEREAS, currently compliance with CalRecycle requirements is coordinated by
Public Works Department; and
WHEREAS, in 2019, MuniEnvironmental and HF&H, in a limited basis, assisted
the City with certain aspects of AB1826 compliance; and
WHEREAS, staff finds this technical assistance helpful; and
WHEREAS, appropriation is needed to obtain the services of MuniEnvironmental
for work on the rate negotiations and solid waste franchise Amendment and to develop
and implement citywide organics recycling.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council approves the following appropriation:

Section 2. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
