'March 19, 1969.
The regular meeting of Council was held today in the Council
Room, and was. attended by Mayor ,Counihan, who presided,
Councilmen Jung, Cary, Hohenstein, Jones, Schwarz, 'Daniels,
Town Attorney Shea, Chief Price, Ray Alexander, Ted Voigt,
Georigre Peters, Mr. Waldeck and Mr. Grosse,
Mr. Alexander petitioned for permission to raise chinchillas
at. h .s home, 912. Jones Avenue, Mr. Alexander was excused,
after discussing the matter, Councilman Jones moved that the
petition be denied, Councilman Hohenstein seconded and the
motion passed.
Mr. Voigt petitioned to purchase from the Town portions of
the western portions of lots 17 and 18, Ward 4, (70x49.5x80x25x10
feet) adjoining his property. Mr. Voigt was excused,
Councilman Cary moved that the property be sold to Mr. Voigt
for $500.00 cash, Councilman Hohenstein seconded and the
motion passed.
Mr. Waldeck of the Rockwell Manufacturing Company, makers
of Dual parking meters, was present and was informed that
Council is still considering purchasing some meters. Mr.
Waldeck was excused.
Councilman Daniels moved that reading of the minutes be
passed up until later in the meeting, Councilman Schwarz
seconded, those voting YES were Jung, Hohenstein, Jones,
Schwarz and Daniels, voting NO - Cary.
The Mayor informed Council that the League of Women Voters are
having their spring festival _ at the beach on May. 3rd, at 2 P.M.
Mr. Grosse presented a letter dated March 14th,_ regarding
property owners keeping their property up to, minimum community
standards. .Mr. Grosse wants Council to take action on some
properties, he called attention to junked vehicles at
Anderson's SOC :Station•and several other matters. Received
as information.
Councilman Cary received three bids to cover the floors in
the Comfort Station at the Camp, Site. Covered with ceramic
tile: $985.00, $1,037.00, $1,114.00 Councilman Hohenstein
stated that more electric service is needed, the Camp Site
made money last year and will make more in the coming season.
The Mayor asked how much will Mrs. Blair be paid, he was
informed the same as last year.- Councilman Daniels wanted
to know-why money should be spent at the Camp Site.
Councilman Hohenstein stated the Camp Site is not operating
at a loss but that work must be done there.
Councilman Daniels, said that careful consideration should be given
to other needed projects also. Councilman Schwarz stated that
Campers spend money while camped here and that a tile floor would
be a good attraction. Councilman Daniels noted that $1,000.00 is
going to be spent at the Camp Site, how much more is going to be
needed, he will fight anything that is costing the Town money.
Councilman Hohenstein stated we must have a. first. class Camp and
it can make money- The Mayor read a list of streets to be repaired,
Councilman Hohenstein asked if.the Mayor will go along for electric
service in place of tile. The Mayor asked what he wanted.
Councilman Hohenstein moved that the electric service be installed,
'Councilman Daniels seconded and-the. motion passed. Bids will be
asked for.
Councilman Jones moved that the plan drawn by the U. S. Engineers,
covering beach erosion prevention at a cost of $662,300.00, be
tabled for the time being. Councilman Schwarz seconded and the
motion passed. Councilman. Jones stated it may be possible to get
matching funds on better than a.50 - -50 basis.
Councilman Jones moved that the proposed parking lot traffic control
changes, to enter at 18th Street from Butler Avenue., going eastward
and exit through 16th Street, going westward, be postponed till a
later date. Mr,. Peters stated that this was tried several years
ago and it did not work. Councilman Hohenstein said that the
merchants on 16th Street reported it cut business 33 percent.
Councilman Jung stated it cut down business very much and was not
good. Councilman Daniels suggested that more consideration be
given to it, other factors should be considered, use other streets,
it should be discussed further. Councilman Schwarz seconded and
the motion passed.
Councilman Schwarz asked about dog tags, he has had several
complaints of dogs being on the beach. The Mayor informed him that
a beach patrolman will be put on during the coming season.
Councilman Schwarz, informed Council that something must be done
to protect Fire Department equipment, recently two batteries were
" damaged and gasoline taken. He alsb mentioned that .-.the. department
has it's own fund and two members are ;authorized to sign checks.
The Mayor stated that if changes are necessary in the department
to make them. Councilman Cary recommended that members should be
at least 18 years of age and that any person under 18 should be
released. Mr. Shea asked if the department had any by -laws.
Councilman Daniels said to let the Fire Committee handle and
back them up.' The Mayor suggested that all keys should be taken
up. Councilman Cary stated that the reason by -laws were not adopted
was that old members told them to hold off. The by -laws should
be adopted now.
The matter of.employing a stenographer to take down the minutes of
the monthly meetings of Council was discussed. Councilman Schwarz
moved that a stenographer be employed to write the minutes of the
monthly meetings of Council and be paid.$10.00 per meeting and this
amouht be deducted from the Clerk's salary, Councilman Jones
seconded and the motion passed. The Clerk objected to having
this deduction-taken from his salary, when the stenographer
is employed. . -
Councilman Jung informed Council that the Town's bank balances
are getting low and asked that expenses be cut down from now
to April 30th, .also that personal property tax delinquents
are being advertised now. - Councilman Jung stated building
permits should be taken out before starting work.
Councilman Cary asked what can be done to collect on personal
property taxes. Councilman Jung informed him wages can be
garnisheed.
Councilman Cary recommended sending a letter to_ property
owners notifying them of their resposibility for the water
service charge, to be mailed when 1969 bills are sent out.
Councilman Cary reminded Council that the several annual
Ordinances adopted each year should be approved at the April
meeting of Council.
Councilman Daniels called attention to the bad condition of
the Dodge police car, a new car is needed. Councilman Daniels
will have bids on a new car at the next meeting and he
moved that the Police Committee. and the Mayor be appointed to
handle the matter with power to act, Councilman Schwarz
seconded and the motion passed.
Councilman Daniels reported that the Police Committee as-of
now now;has approvedIpouring•licensing: for the following places:
(1) Ocean View Inn (2) Sandy's Lounge on 16th Street and
moved that they be granted. Councilman Schwarz seconded and
thelmotion passed.
Councilman Jung moved that Council adopt and place on first
reading an Ordinance to provide for the rate of License Taxes
for doing business and selling at Savannah Beach for the
Fiscal Y:ear_.beginniiig May 1, 1969 and ending April 30, 1970.
The motion was seconded and passed for first reading.
Councilman Jung moved that Council adopt and place on first
reading an Ordinance to assess and levy a License Tax upon
retail dealers engaged in the business of selling malt
beverages, wine or spirituous liquors, for the fiscal year
beginning May 1, 1969 and ending April 30, 1970. The motion
was seconded and passed on first reading.
Councilman Jung moved that Council adopt and place on first
reading an Ordinance providing for the taxation of real and
personal property for the fiscal year commencing May 1, 1969
and ending April 30, 1970. The motion was seconded and passed
and placed on first reading.

An Ordinance was. read .by Town Attorney Bart Shea to. amend an
Ordinance enacted by Mayor and Council on September 16, 1964,
so as to provide -that property owners located within the city
limits or located beyond the city limits, who are furnished
water by the municipality, shall be responsible for all water
charges notwithstanding the fact that such property may
leased to another. Councilman Cary moved that this Ordinance
be adopted and placed on first reading. The motion was
seconded-and passed for first reading.
Councilman Jones moved' that Council adopt and place on first
reading an Ordinance amending the Ordinance enacted by Council
on August 4, 1967 providing rules and regulations for the
retail sale of alcoholic beverages or distilled spirits by the
drink for consumption on the premises. The motion was seconded,
passed and placed on first reading.
Councilman Daniels reported that an increasing number of people
who appear to be vagrants apparently without any visible means
of support are being seen on the beach. He stated that this
situation had been discussed with Chief Price and the police
department and they are agreed that these people should be
gotten out- of town
Bills for the various departments were approved for payment.
The Mayor-called a meeting. for next Wednesday, March 26th ,
to check the minutes of the meetings of December, 1968;
January, 1969; and February, 1969.
There being no further business, the meeting was adjourned
subject to the call of the Mayor.'
