Council Members Eiten, Van Heiden, Kennedy and Eilderts present. This meeting was the organizational
meeting for 2020 as such,the following committee appointments were made: Building and Finance, Terri
Eiten; Police and Fire, Dale Eilderts and Lance Van Heiden; Streets and Alleys, Lance Van Heiden and Dale
Eilderts; Parks and Pool, Terri Eiten and JR Kennedy; Garbage and Landfill,JR Kennedy; Water and Waste
Water, full council; Sewer Project, Lance Van Heiden and Dale Eilderts. Other Appointments as follows:
Mayor Pro Tern, Lance Van Heiden; City Clerk, Wendy Lage; City Attorney, Seth Schroeder; Fire Chief, Greg
Winger; and Official Publication, Grundy Register.
Eilderts moved to approve the minutes of the December regular meeting. Van Heiden seconded the
motion. All ayes, carried.
Eiten moved to approve the Treasurer's Report for December. Eilderts seconded the motion. All ayes,
carried.

Karen Mennenga presented the Library report.
Eiten moved to appoint Marci Ingersoll to the Library Board. Van Heiden seconded the motion. All
ayes, carried.
Greg Winger presented the Fire Department report.
Eilderts moved to approve the following Fire Department Officers: Greg Winger, Chief; Kendall
Abbas, Assistant Chief, Captains, Chase Babcock and Tyler Duhn; Lieutenant, Mark Wiltfang; Ems Captains,
Kenny Abbas, Brittanee Deeringer and Tracy Herington. Van Heiden seconded the motion. All ayes, carried.
Jamie Madden presented the Public Works Report.
Van Heiden moved to approve the Wellsburg Community Club liquor license. Eilderts seconded the
motion. All ayes, carried.
Motion by Van Heiden to approve a notice of intent to fill an unexpired council term. Council will
make the appointment at the February regular meeting. Eilderts seconded the motion. All ayes, carried.
Van Heiden moved to approve Ordinance 01-2020 an ordinance amending provisions pertaining to
operating budget preparation. Kennedy seconded the motion. Roll call of votes. All ayes carried.
Van Heiden moved to waive the second and third reading and pass Ordinance 01-2020 upon the first
reading. Eilderts seconded the motion. All ayes, carried.
Tony Vaughn, Alliant Energy, presented information regarding the replacement of street lights in the
downtown business district. The council will review this information and make a decision at a later date.
Van Heiden moved to approve Resolution 01-2020 a resolution setting the date for public hearing on
the proposed Fiscal Year City Property Tax Levy as follows: February 3, 2020 at 7:00 p.m. at City Hall.
Eilderts seconded the motion. Roll call of votes. All ayes, carried.
At 7:45 p.m. Mayor Minteer declared this was the time and place for a public hearing to review an
application for a State Revolving Loan Fund loan and to a make available to the public the contents of an
environmental information document and the City of Wellsburg project plan. The City Clerk presented a
review of the Environmental plan and information regarding the project. Being there we no written or oral
objections the Mayor closed the Public Hearing at 7:50 p.m.
Van Heiden moved to approve 2.25%pay increase for Wendy Lage, Jamie Madden and Randy Hippen
for FY 2021. Eilderts seconded the motion. All ayes, carried.
Van Heiden moved to adjourn. Eiten seconded the motion. All ayes, carried.
