HomeMy Public PortalAbout07-11-2016 COW Minutes ,t11"-461- 7/7.15-L Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on July 11, 2016 In the Boardroom Mayor Collins called the meeting to order at 7:05 p.m. Board Present: Mayor Collins, Trustee Peck, Trustee Racich, Trustee Wojowski, Trustee Lamb, Trustee O'Rourke, and Trustee Bonuchi. Others present: Brian Murphy, Administrator; Jim Harvey, Attorney; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official, and Anthony Novak, Police Commander. There were approximately 7 persons in the audience. Trustee Peck moved to approve the Minutes of the Committee of the Whole Workshop held on June 13, 2016. Second by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins asked for a moment of silence in honor of the Dallas Police Officers. TRUSTEE COMMENTS Trustee Wojowski commented on the tragedy in Dallas and thanked Chief Konopek for his training and service. Trustee O'Rourke: • Commented on the tragedy in Dallas. • Inquired about posting agendas online. • Requested that staff make a working document of items that staff is working on for the Board. Trustee Peck requested that the Village's checkbook be posted online. PUBLIC COMMENT No comments. WORKSHOP #1 NORMANTOWN TRAIL Mr. Ralph Schultz, Forest Preserve District of Will County, gave a presentation regarding a proposal to extend Normantown Trail south from Wolf Creek Preserve in Naperville along the existing Normantown Road alignment into the Village of Plainfield. Mr. Schultz pointed out that the proposal would require the use of the Village's right-of-way, but would not have any financial costs to the Village. Administrator Murphy stated that if the Board was comfortable moving forward, the staff would schedule meetings with the homeowners in that area and get feedback to make sure that all parties using that road have an understanding. It was the consensus of the Board to move forward with meeting with the homeowners. #2 FOOD TRUCK POLICY Mr. Jon Proulx stated that the Village has an informal policy regarding food trucks. Currently, food trucks are allowed on private property with the owner's consent. The informal policy does not Village of Plainfield Meeting Minutes—July 11, 2016 Page 2 address all possible situations and staff believes it may be appropriate to consider a formal amendment to the Zoning Code and/or a permit process that establishes defined parameters for food truck operations in the Village. There was some general discussion regarding a formal policy and what should be included. It was the consensus of the Board to have staff work on a formal policy and bring it back for discussion and approval. Trustee Lamb moved to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (c)(1) to discuss the appointment, employment, compensation, discipline, performance or dismissal of employees or legal counsel, not to reconvene. Second by Racich. Vote by roll call. Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes. 6 yes, 0 no. Motion carried.
