Savannah Beach, Georgia
July 16, 1969
The regular monthly meeting of Council was called to order at
3:00 P. M. today with Mayor Michael J. Counihan presiding.
The Councilmen in attendance were Jack Daniels, Edward Jung,
Robert F. Cary, Dr. C. Louis Hohenstein, Milledge C. Jones
and George Schwarz. Also present were City Attorney Bart E.
Shea, Chief James Price and Fire Chief Edmund J. Solomon.
Visitors and petitioners in attendance were Mr. DwightsR.
Davis, Mr. Julian Kelly, Mr. R. E. Van Buren and Mr. Thomas K.
Edenfield.
Mr. Thomas K. Edenfield, Regional Vice- President of General
Electric was a visitor at the meeting. In a few remarks he
expressed his desire to be &part of this community and
offered his help in any way in which the Mayor and Council
felt he could be of service.
Mr. R. E. Van Buren, Mr. Julian Kelly and Mr. Dwight R. Davis
spoke on the excessive noise made by the motorcycles and urged
that the law on noisy mufflers be rigidly enforced.
The minutes of the meeting of June 25th were corrected as to
Councilman's Jones initials. They were unanimously approved
as corrected.
The bills for the various departments were approved for
payment.
A motion was made by Councilman Cary that a $100.00 reward
be offered for the arrest and conviction of the person or
persons responsible for the defacing the water tank by painting
initials thereon. It was seconded and unanimously passed.
Councilman Jones moved that the Town accept the bid proposal
tendered by Cushman Scooter Sales in the amount of $1885.00
less 10% - -30 days, and purchase a-Cushman Scooter for the use
of the Police Department and the Department of Public Works.
There being no second to _the motion, it was then proposed
by Councilman Daniels that since it would be about the middle
of August before the Cushman could be delivered which would
put us just two_weeks before the end of the season, that we
postpone the purchase of this particular vehicle until early
spring next year. Councilman Jones withdrew his motion.

Councilman Schwarz recommedned that the Water Department scooter,
which is not used on week -ends, be loaned to the Police Depart-
ment on Saturdays and Sundays, for use by the Metermaids.
A motion was made by Councilman Cary that we have the first and
second reading of the ordinance adopting the various city codes
at this meeting. The motion was seconded and passed unanimously.
A motion was then made by Councilman Jones that this ordinance
be adopted. It was seconded by Councilman Schwarz and unanimously
passed. The various codes adopted were as follows:

Councilman Daniels announced that the American Federation of
Police were advocating the use of the American Flag patch,
worn on the police officers' uniforms.. Samples of the
American Flag patch have been ordered and the Police Department
is seriously considering making it a part of the regular
uniform.
Councilman Hohenstein made a motion that the Town cancel their
contract with Hogan Advertising for the two bulletin boards
on Highway 17, as of the first of August and the $1320.00
presently being spent for these boards be used elsewhere.
The motion was seconded and unanimously passed.
Councilman Hohenstein recommedned that Council take the
money saved by eliminating the bulletin boards and spend it
on the fishing pier to repair it and thereby derive some
revenue from it or to lease it out, whichever would be of
the greatest benefit to the town. Councilman Hohenstein
stated a first -class fishing pier is an attraction to the
tourist. Mayor Counihan stated that two contractors had been
contracted in regard to repairing the pier and they both
felt that it was beyond repair. The Mayor then suggested
that Mr. Joseph Hutton'of Thomas and.Hutton be contacted
and asked to act as our architect and get some bids for its
repair. The Mayor also requested Councilman Milledge Jones
to contact Mr. Tommy Reed in the meantime and have the pier
barricaded and the outer doors locked in order to keep the
public off of it due to its dangerous condition.
Councilman Hohenstein moved that Council sanction the Surfing
Meet sponsored by the Jaycees and Radio Station W.S.G.A. which
is to be held on July 26th and 27th in the area of Tenth Street.
The motion was seconded and unanimously carried.
Councilman Hohenstein stated that the project for another camp
ground for which Mr. David Smith requested of Council at the
June meeting would be located in the area of our present disposal
plant; also in the vicinity of our proposed new disposal plant
and the facilities for the pollution abatement program, thereby
bringing about a public health hazard if the permit to allow
this new camping facility is granted. For these reasons, as
well as the lack of information about electrical, water and
sewerage facilities, garbage collection and non - compliance
with zoning restrictions of the proposed campsite, he moved that
Council deny approval of such project unless and until further
information was obtained. The motion was seconded and
unanimously carried.
Police Commissioner Daniels informed Council that he and Fire
Commissioner George Schwarz had met with the Volunteer Fire
Department with the view of enlisting their aid in the
formation of a Beach Patrol to work with interested citizens
on an anti - litter campaign. He further stated that the
agreement had been worked out whereby a group of the volunteer
firemen would be deputized and paid to work a six -hour shift.
He recommended to Council that they accept the offer of the
Volunteer Fire Department for assistance in this endeavor.
He further stated that they would work under the supervision
of the Police Department. He then moved that Council enlist
the aid of the Volunteer Fire Department to help with the
anti - litter campaign on the beach. The motion was seconded
by Councilman Schwarz and unanimously carried.
Mayor Counihan announced an award from the Savannah Beach
Jaycees and displayed a plaque which had been presented to
him and which he accepted on behalf of Council. It was
awarded in appreciation for the help and aid rendered the
Jaycees in :their'recent "Spruce Up Tybee81 campaign.
Town Attorney Bart E. Shea read a petition for a Quit Claim
Deed from Mrs. Marjorie Solomon, through her Attorney, for
Lot 36, Camp Hammock Subdivision, which was acquired by the
Municipality at Fi Fa, and on which all back taxes and costs
have how been paid. Councilman Daniels moved the adoption
of the following Resolution to Quit Claim this property and
it was seconded by Councilman Jones and unanimously carried.

Mr. Shea informed Council that in our sequence to acquire a
Zoning Ordinance we had to pass the Ordinance itself, which
has been done. In the Ordinance we have to appoint seven
members of the Committee, in staggered terms of one through
seven years. He- stated that we will then adopt the official
map which we will receive shortly and we will then have to
set up a public hearing for the provisions of the Zoning
Ordinance itself. The Mayor and Council appointed the
following to serve on this Planning Commission and indicated
the terms as follows:

Fire Chief Edmund Solomon invited the Mayor and Councilmen
and their wives to attend the convention of Firemen which
opens at the DeSoto Hilton on August 7th, stating that
Savannah Beach being one of the host cities, he would like
for some of them to put in an appearance. He also requested
that the City of Savannah Beach honor the windshield stickers
which will be on the cars of the visiting delegates. Fire
Chief Solomon also requested that as many members of Council
as possible attend the competition in fire fighting
techniques which will be held on Sunday, August 20th at
Thunderbolt.

AN ORDINANCE
To Be Entitled
AN ORDINANCE SO AS TO ADOPT FOR THE MUNICIPALITY
OF SAVANNAH BEACH, TYBEE ISLAND, THE FOLLOWING
CODES: SOUTHERN STANDARD BUILDING CODE, 1969
EDITION; SOUTHERN STANDARD PLUMBING CODE, 1967
EDITION WITH 1969 AMENDMENTS; SOUTHERN STANDARD
HOUSING CODE, 1969 EDITION; UNITED STATES DEPART-
MENT PUBLIC HEALTH SANITATION CODE, 1965 EDITION;
FIRE PREVENTION CODE, 1965 EDITION; NATIONAL
ELECTRICAL CODE, 1968 EDITION; TO PROVIDE THAT
ALL SUBSEQUENT AMENDMENTS AND SUBSEQUENT EDITIONS
OF SAID CODES SHALL BE AUTOMATICALLY ADOPTED BY
REFERENCE AND INCORPORATED HEREIN WITHOUT THE
NECESSITY OF HAVING TO ENACT SUBSEQUENT AMEND-
MENTS TO REPEAL A CONFLICTING ORDINANCE AND FOR
OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Aldermen of the Town
of Savannah Beach, Tybee Island, in Council assembled, and it is
hereby ordained by the authority thereof that:
SECTION I
As of the date of the passage of this ordinance, the
municipality hereby adopts by reference and incorporates within
its official ordinances of the City the following codes, to -wit:
Southern Standard Building Code, 1969 edition; Southern Standard
Code Plumbing Code, 1967 edition with 1969 amendments; Southern
Standard Housing Code, 1969 edition; United States Dept. Public
Health Sanitation Code, 1965 edition; National Electrical Code,
1968 edition.
SECTION II
Any and all subsequent modifications, editions, amend-
ments or changes made to any of the codes mentioned in Section I
hereof shall be automatically incorporated by reference and
adopted by the municipality as an amendment to this ordinance
and said codes without the necessity of the municiplaity having
to specifically or separately amend or enact any:ordinance
concerning such subsequent amendments, editions or changes to
said codes.
SECTION III
All other ordinances or parts of ordinances in conflict
herewith are hereby repealed.

R E S O L U T I O N
WHEREAS, on December 23, 1968, James W. Price, Chief
of Police for the Town of Savannah Beach, Tybee Island, conveyed
to Savannah Beach, Tybee Islqnd, property of Marjorie B. Solomon
known as Lot 36, Camp Hammock Subdivision, Savannah Beach, Tybee
Island, for past due City taxes, and
WHEREAS, the said Marjorie B. Solomon, as owner of said
lot, has paid to the Clerk of Council of the Town of Savannah
Beach, Tybee Island, the sum of $543.39, representing all ad
valorem taxes and costs due the Town of Savannah Beach, Tybee
Island, against said property, and
WHEREAS, the said Marjorie B. Solomon has petitioned
the Mayor and Councilmen of the Town of Savannah Beach, Tybee
Island, to Quit -claim said property to Petitioner.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council-
men of the Town of Savannah Beach, Tybee Island, in council
assembled, that the prayers of said Petitioner be granted, and
the Mayor of the Town of Savannah Beach, Tybee Island, is hereby
authorized and directed to execute a Quit -claim Deed and the
Clerk of Council is authorized and directed to attest said Deed
to carry out the purpose of this Resolution.
ADOPTED AND APPROVED, this 16th day of July, 1969,
upon Motion of Councilman Jack Daniels, seconded by Councilman
M. C. Jones and unanimously carried.
