A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA; SUPPORTING
THE SANITARY SEWER IMPROVEMENT PROJECT OF
THE VILLAGE OF KEY BISCAYNE; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the State approved Master Plan requires the installation of a municipal sanitary
sewer system for the Village of Key Biscayne by the year 2006; and
WHEREAS, septic tanks may contaminate groundwater and the environment after heavy
rains due to a high water table and poor soils for absorption fields, as well as contribute to ocean and
bay pollution; and
WHEREAS, the Florida Department of Environmental Protection (DEP) and Metropolitan
Dade County Department of Environmental Resources Management (DERM) recommend sanitary
sewers, especially on barrier islands; and
WHEREAS, may be a potential loss of real estate property values for those homes/lots not
service by a municipal sanitary sewer system; and
WHEREAS, new home size may have to be reduced due to larger drain field installation
requirements; and
WHEREAS, the sanitary sewer will have a definite financial impact on the resident in the
short-term, the investment should be returned in the very near future because of property value
increases; and
WHEREAS, the Village of Key Biscayne has obtained a loan at the exceptionally low interest
rate of 2.56%.
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
KEY BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. The Village Council of the Village of Key Biscayne, Florida shall support the
Sanitary Sewer Improvement Project Referendum of the Village of Key Biscayne with public
information sessions, public relation materials and mailings to the affected property owners.
Section 2. This resolution shall take effect immediately after adoption.
