COMMITTEE MEETING — Began at 5:30 p.m.
• CALL TO ORDER AND ROLL CALL
Committee members Karla Eitel, Susan Farber, Craig Vroom, Cynthia Dittmer, Dawn Matus,
Dallas Young, and Nellie Bowman were present. Also, in attendance was Delta James,
Economic Development Planner and future committee member Ken Deibert.
• MINUTES APPROVAL [ACTION ITEM]
Nellie moved; Cynthia seconded a motion to approve the minutes from the September 26,
2022, meeting. All members voted "aye" and the motion passed.
• CAPACITY & PROMOTION
• October 27 Design and Dessert event debrief: Staff reported that the event, after
expenses, raised $1050 for student and emerging artist involvement in future
projects. Committee members reported that it was a well -organized and lovely
evening. Amy did a fabulous job; she was very engaging. Staff reported that the
event was at full capacity and filled before paid advertising was necessary. It was
encouraging that so many people attended an event for art appreciation.
• PUBLIC ART PROJECTS
• Library Integrated Public Art — Recommend finalist artist Joe Thurston to City
Council for contracting [ACTION ITEM]: Staff reported that the Artwork Selection
Committee and Library Board have recommended that Joe Thurston be selected for
the project in a budget amount of $60,000, retaining $10,000 as contingency.
Sue moved; Karla seconded a motion to recommend that City Council commission Joe
Thurston for the Library Expansion Project. All members voted "aye" and the motion passed.
• Downtown Mural — review criteria for artist, apprentices, and business location
selection criteria. Committee members agreed that the artist geographic limit
should be Idaho, the artist should have experience in outdoor mural execution and
in arts education for teens/adults. Apprentices should demonstrate letter of intent
that describes ability to follow-through on a project, letter of recommendation,
show previous work, age 17 and over. Business "Call for a Wall" should seek
business partners in the downtown area that are willing to keep the mural in good
repair for 5 years minimum and have subject matter that may not relate to the
nature of the interior building. Staff will draft the artist and wall calls for committee
review prior to next meeting.
PAAC Chair
• Art for Local Lightboxes — Staff reported that funding for this project has been
allocated in FY23 LOT budget, but that funding will not be available until adequate
LOT revenue has been collected, which will likely be late summer or early fall 2023.
