Savannah Beach, Georgia.
September 17, 1969.
The regular meeting of Town Council was held today at 3;00 P.M.
in the Council Room with Mayor Michael J. Counihan presiding.
The Councilmen in attendance were Jack Daniels, Edward Jung,
Robert. F. Cary, Dr. C. Louis Hohenstein, Milledge C. Jones, and
George Schwarz.
Visitors and petitioners in attendance were Mrs. Edwin Feiler, Jr.,
Mr. Max Johns, Dr. Hollingsworth, A. P. Solomon, III, Edmund
J. Solomon, Mrs. Marjorie Solomon and Eugene Powers.
Mrs. Feiler stated that she was in attendance at the Council
Meeting to discuss the'matter of the removal of the speed
breakers on Ninth Street. She had previously sent a petition to
Council containing the names of nine residents in this block
protesting the removal of these breakers. Mrs. Feiler stated that
the speed breakers were p. ut down to protect the children on
this block and they did not want them removed. Mayor Counihan
stated that this matter would be turned over to the proper .
committee and that Mrs. Feiler would be informed of the results
of their investigation. He also stated that this committee
would also check into the possibility of lowering these breakers.
Mr. Max Johns appeared before Council to protest the holding of
a bonfire, on New Year's Eve in an area near his residence in
Fort' Screven. He stated that he had sent a letter to Council,
containing the signatures of twenty -four persons who protested
the holding of a bonfire in that area on New Year's Eve. He
outlined their reasons for protest, citing hazards, inconveniences
and los of property values which the event inflicts on the
residents and property owners of Fort Screven. .Mayor Counihan
informed_.Mr.:Johns _that this matter would be turned. over to. the
Police and Fire Committees:°for their study and report. •
Mr. W. B. Hollingsworth, who owns-a home on the beach front,
two doors north of Thirteenth Street, stated to Council that he
had no entrance and egress to his property from Butler Avenue
except a sidewaik_and,: therefore, had. to, park "his car. on. Butler
Aveuue and that,_ ins. so doing; he had come up :with an
accumulation of parking tickets. He asked the members of Council
if they could offer some solution, whereby he and his tenants
could park:on Butler Avenue withoutsreceiving parking tickets.
Mayor Counihan turned this matter over to Councilman Milledge
Jones, :Department of Public;,Works= Chairman,_and his__committee to
investigate. n
Mayor. Counihan, on behalf of Council,-presented to Mrs. Blanche
Solomon,•widow of A. P. Solomon, Jr., a framed copy of a _ -
resolution recently adopted by•Council which pays - tribute -to
Mr. Solomon 'and also. - changes .the. name of Railroads ,Avenue to,

Solomon Avenue. Mrs. Solomon thanked the Mayor and the members
of Town Council for their kindness and thoughtfulness.
Councilman Cary moved that approval of the Minutes of the meeting
of August 20th be deferred until Friday, September 19th, in
order to give the members of Council time to read them and to
notify the Clerk of Council: if there were .. any errors or omissions.
The motion was seconded and unanimously approved.
Bills for the various departments were read and approved.
A motion was made by Councilman Daniels that a plumbing and
electrical examining board be named by Council and also that
new codes be adopted. It was seconded and unanimously carried.
Councilman Cary made a motion that the Town Attorney be instructed
to proceed with plans to either pruchase or condemn the property
which we have in mind for the proposed site of our new sewage
treatment plant which' is directly north of our present sewage
facilities. The motion was seconded and unanimously carried.
A motion was made by Councilman Cary that the Sewer and Water
Departments of the Town be combined if, after an investigation
by the Town Attorney, there was found to be no legal obstruc-
tions. The motion was seconded and unanimously carried.
Councilman Hohenstein offered the suggestion that we enlist the
aid of the Chatham County Commissioners to help stop the erosion
at our campsite. He stated that we needed some kind of
emergency treatment while we were trying to obtain federal aid.'
He, further stated that this campground was not only an asset but
a source of revenue to the Town and that we should try to get some
kind of help now. Mayor Counihan stated that we would proceed
in this direction..
Councilman Hohenstein stated that since it would be more effec-
tive and less expensive to have one body handle the pollution
abatement program, he moved that Chatham County should be the
one body to handle this problem. He also suggested. that Mr.
Hutton and Mr. McCarthy be notified of this action. This motion
was seconded and unanimously carried.
Councilman. Jung reported that the financial condition of the
Town as of August 1, 1969 continued to be good and that we were
continuing to invest part of our surplus and earning interest.
He said that the important thing was that we were in sound
financial condition and have been so since taking office.
Attorney Bart Shea read a petition and resolution requesting
that the property known as Lot No. 5, Campbell Subdivision in
Fort Screven, in the name of John J. Hennessy, as Executor of
the Last Will and Testament of Ida D. Skeffington; and which
was sold by the Town of Savannah Beach for back taxes on July
2, 1963 and on which all back taxes and charges have now been
paid, be conveyed back to them. Councilman Robert Cary moved
that the property be quit claimed back to them and that the
following resolution be adopted. It was seconded by Councilman
George Schwarz and unanimously approved.
R E S O L U T I O N
Town Attorney Bart Shea read a resolution authorizing the
Mayor and Council to quit claim to Mr. Heyward Grooms, Lot "D ",
a re- subdivision of Beach Lot #73, Ward 4, under authority of
an Act of the Georgia Legislature approved March 24, 1941,
which' Act gave the Town authority to quit claim, by resolution,
to any property owner who had contributed an aliquot part of
the cost of the erection of the sea wall, all of the right,
title and interest of the Municipality to that portion of the
Strand which abuts the property of such property owner east -
wardly to within eighteen feet of the sea wall.
Attorney Shea stated that, upon checking the records, it was
found that this fractional share, the sum of $200.00, had not
been paid in this instance but that he had been assured by
Mr. Gene Dyar, attorney, that a check for that amount would be
sent the Town immediately. Councilman Daniels moved that we
adopt the resolution but hold the quit claim deed pending
receipt of the money. It was seconded by Councilman Cary and
unanimously adopted.
R E S O L U T I O N
Mayor Counihan called a special meeting of Council for 7:15 P.M.
today to certify the results of the election.
Mayor Counihan requested Councilman Jones and his committee-to
investigate the request of Dr. Hollingsworth for entrance and
egress to and from his property. He also asked the Police and
Fire Committee to look into the protest of Mr. Johns of the
New Year's Eve Bonfire and report back to Council.
There being no further business, the meeting was adjourned
subject to the call of the Mayor.
