AN ORDINANCE TO APPROPRIATE WITHIN THE PARK FUND
WHEREAS, it has been determined that it is now necessary to appropriate more money than was
appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporaion the following additional sums of
money are hereby appropriated.

SECTION 2. That for the expenses of said municipal corporation the following additional sums of
money are hereby appropriated and set apart out of the fund named and for the purposes
specified. Said sum being subject to the laws governing the same.

SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by
the Mayor and is subject to the laws of the State of Indiana governing emergency

SUBJECT: Transfer from Park Fund Balance
DATE: January 16, 1987
Last May the Municipal Swimming Pool filtration system deteriorated
to the point of almost having to close the pool. Through a
temporary "miracle" we were able to patch the filtration tanks to
get us through the swim season. The Park Board requested that the
staff secure funds to purchase a new filtration system.
We implemented an austerity program to save the money by reducing
expenditures from the park general fund budget. An attached sheet
outlines that austerity program.
We are requesting that $135,000.00 be transferred from the fund
balance to the Repair of Buildings and Structures account.

Severe reductions in unemployment and overtime payments.
Cutback in clothing for staff.
Restrictions on use of non -efficient vehicles.
Siding, guttering and other aesthetic items for building postponed.
Repairs for safety and energy efficiency were completed as needed.
Postponement of Springwood Lake shelter renovation.
Repairs to stone bridges at Glen Miller postponed.
Implementation of park signage program postponed.
Siding and interior renovation of ranger station postponed.
Purchase of tennis nets and wind screens postponed.
Repairs to park roads, parking lots and walkways postponed.
Supply requisition carefully scrutinized to cover immediate needs only.
Stocking of supplies severely restricted.
In most cases staff requests were cut in half.
Restrictions on long distance telephone calls.
Reduction in services contracted out.
Monitoring of utilities and installation of timers for lights at some
recreational facilities.
Purchase of fuel oil when costs were less.
Closing of zoo which reduced supply and repair expenses.
Postponement of over $38,000 worth of staff capital needs request until 1987.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on February 2, 1987, at the hour of 7:30 P.M.
Councilmember Brookbank presided with the following members present:
Councilmembers: Elstro, Williams, Hankinson, Whitesell, Parker, Hutton, Morris and Theobald.
Absent: None
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of January 23,
1987. Said notice stated that a public hearing would be held on the 2nd day of February, 1987, by the
Common Council to consider additional appropriations as provided for in Ordinance No. 3-1987, within
the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order.
Councilmember Morris moved the Proof of Publication be received and filed, seconded by
Councilmember Parker, and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 3-1987.
President Brookbank announced Ordinance No. 3-1987 was on public hearing.
After hearing all persons present, Ordinance No. 3-1987 was placed on final passage or rejection and
on a call of the roll the following was recorded:
Ayes: Elstro, Williams, Hankinson, Whitesell, Parker, Hutton, Morris, Theobald and Brookbank.
Nays: None
Absent: None
The vote being 9 to 0 in favor of the passage of Ordinance No. 3-1987.

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.
