AN ORDINANCE TO APPROPRIATE WITHIN THE LOCAL ROAD AND STREET FUND
WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual
budget so that it is now necessary to appropriate more money for the various function of
the City Government than was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA:
SECTION 1. That for the expenses of City Government and its institutions for the year ending
December 31, 1986, the following amount of money is hereby appropriated and set
apart out of the fund named and for the purpose specified. Said sum being subject to the
law governing the same. Such amount appropriated shall be held to include all
expenditures to be made during the year unless expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from Local Road and Street
Fund the following specified amount to meet the extraordinary emergency hereby
declared to exist:

SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by
the Mayor and is subject to the laws of the State of Indiana governing emergency
appropriations,

TRANSCRIPT OF PROCEEDINGS CERTIFICATE
I, the undersigned City Clerk of the City of Richmond, Wayne County, Indiana, hereby
certify to the Auditor of Wayne County that the attached is a complete transcript of the
proceedings had with respect to additional appropriations adopted by the Common Council of the
City of Richmond, Wayne County, Indiana at a meeting held on February 17, 1987.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND,INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on February 17, 1987, at the hour of 7:30 P.M.
Councilmember Brookbank presided with the following members present:
Councilmembers: Elstro, Whitesell, Parker, Hutton, Morris and Theobald.
Absent: Williams and Hankinson.
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of January 23,
1987. Said notice stated that a public hearing would be held on the 2nd day of February, 1987, by the
Common Council to consider additional appropriations as provided for in Ordinance No. 4-1987, within
the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order.
Councilmember Parker moved the Proof of Publication be received and filed, seconded by
Councilmember Hutton, and on unanimous voice vote the motion was carried. Business held on February
2, 1987.
The Clerk read on second reading Ordinance No. 4-1987. Business held on February 2, 1987.
President Brookbank announced Ordinance No. 4-1987 was on public hearing. Business held on February
2, 1987.
After hearing all persons present, Ordinance No. 4-1987 was engrossed and held for third and final
reading on February 17, 1987.
On February 17, 1987, after hearing all persons present, Ordinance No. 4-1987 was placed on final
passage or rejection and on a call of the roll the following was recorded:
Ayes: Elstro, Whitesell, Parker, Hutton, Morris, Theobald and Brookbank.
Nays: None
Absent: Williams and Hankinson.
The vote being 7 to o in favor of the passage of Ordinance No. 4-1987.

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.

place as may be designated. At such hearing taxpayers objecting to any of such additional appropriations
may be heard. Interested taxpayers may inquire of the County Auditor when and where such hearing will be
Veld.[
