RESOLUTION OF THE BOARD OF DIRECTORS OF THE
MIDPENINSULA REGIONAL OPEN SPACE DISTRICT
ENDORSING THE PASSAGE OF PROPOSITION 99, THE
TOBACCO TAX AND HEALTH PROTECTION ACT OF 1988
WHEREAS, studies conducted by the State of California Department of
Parks and Recreation and the President's Commission on Americans
Outdoors show that there is a great unmet need in the State of Califor-
nia for park, recreation, and open space facilities; and
WHEREAS, local government does not have the resources to meet these
needs; and
WHEREAS, consistent funding for the only ongoing program authorized
at the state level, namely the Roberti-Z'berg-Harris park, recreation,
and open space program, has not been provided; and
WHEREAS, the Midpeninsula Regional Open Space District has and will
continue to have acquisition opportunities and needs for development of
public access improvements beyond the District's financing capabili-
ties; and
WHEREAS, Proposition 99, the Tobacco Tax and Health Protection Act
of 1988 on the November 8, 1988 state ballot is expected to generate
approximately $600 million annually, five percent of which, or about
$30 million, would go towards environmental protection; and
WHEREAS, of the estimated $30 million, $15 million would be allo-
cated to programs to enhance state and local park and recreation
resources; and
WHEREAS, $5 million each would be allocated to wildlife, waterfowl,
and fisheries habitat protection;
NOW, THEREFORE, be it resolved that the Board of Directors of the
Midpeninsula Regional Open Space District endorses the passage of
Proposition 99.

Regional Open Space District on
October 12 , 1988
at a regular/Gpeai!al meeting thereof, by the following vote:
AYES: Katherine Duffy, Robert McKibbin, Edward Shelley, Teena
Henshaw, Gerry Andeen, and Richard Bishop.
NOES: None
ABSTENTIONS: None
ABSENT: Nonette Hanko
