November 19, 1969
The regular monthly meeting of Council was called to order at
3:00 P. M. today with Mayor Michael J. Counihan presiding. The
councilmen in attendance were Edward Jung, Robert F. Cary, Dr.
C. Louis Hohenstein, Milledge C. Jones and George Schwarz. Also
present was City Attorney, Bart E. Shea.
Two young visitors at the meeting were Mr. John Hudson, Jr. and
Mr. Henry Jackson.
The Minutes of the meeting of October 15th were approved.
A letter was read from Mr. Charles Gay, Jr., 108 Winchester Drive,
Wilmington Island, requesting a license to open a shop here at
the beach for the manufacture of surf boards. This was referred
to the committee on business licenses.
The Mayor read a copy of a letter sent to Messers. Janko and
Harrington by City Attorney, Bart Shea, requesting payment of
$500.00 rent in arrears by Wednesday, November 19th, with the
notification that the lease will be declared in default if not
paid by that time.
A copy of letter from the Clerk of Council to Dixon, Sheehan and
Lane filing claim for parking meters stolen or damaged by vandals
during the past season was read as information.
A. letter to Councilman George Schwarz from Mr. W. L. Carter,
Fire Marshal of Savannah- Chatham County was -read by the Mayor.
In his letter, Mr. Carter urged the Mayor and members of Council
to prohibit bonfires this year and for all time. This was received
as information.
As information to the Council, the Mayor read a letter sent to
Mr. R. S. Howard of the State Water Quality Control Board of our
intention of acquiring the land for the site _of the treatment
plant.
Mayor Counihan announced that arrangements had been made with the
U. S. Weather Bureau to report our daily weather readings and
coincidentally in the first few days of reporting a difference of
sixteen degrees higher temperature at the beach than in Savannah
was noted.
-Councilman Milledge Jones brought to the attention of Council
the need of land for sanitary landfill, stating the situation
had become - critical. Mayor Counihan stated that we have been
conducting extensive negotiations with several agencies in an
effort to secure some help; especially the State Department of
Public Health. He stated that the Health Department was willing
to send one of their representatives to meet with Council and
discuss the situation. It was the opinion that we get him down
as soon as possible and the Clerk was instructed to so advise,
the Health Department.
Councilman Jones announced that bids had been received to put
a new roof on the jail; also the Town Shop. He stated that the
bid of $1,815.00 for installing new built -up roof on flat portion
of shop, shingles on steep portion and repairing storm damage
by Smith Roofing Company was the low bid for the shop. He also
stated that the Smith Roofing Company bid of $850.00 to re -roof
the jail was the low bid. Mr. Jones then moved that we accept
these bids from Smith Roofing Company. The motion was seconded
and unanimously carried.
Councilman Hohenstein reported on a proposal by Mr. Embry to
repair the fishing pier at his expense and lease it on a long
term basis, stating that we should take advantage of this
opportunity to have a usable fishing pier at no expense to the
municipality. Mayor Counihan appointed Y• Y ppointed councilmen Daniels, Jung,
Cary and himself as a committee to meet with Mr. Embry and report
back to Council.

Mayor Counihan gave a report on our efforts to date to secure
State and Federal aid on beach erosion. He stated that he had been
in conference with Mr. Hutton getting together pictures showing
the damage to the beach and other inrormation,to present to the
Governor at a meeting planned as soon "as an appointment could be
arranged. He described the proposed work to be done as outlined
by the Corps of Engineers. He stated the cost would be approximately
$662,000.00. He said that it was his hope to get Federal funds
for one -half of the project and the other half from State funds.
He further stated that a committee consisting of. Mr. Paul Ramee,
Ed. Zipperer, Bill Greer, himself and several councilmen would
be calling on the Governor, in the near future.
Councilman Hohenstein recommended that, due to the sharp decline
in receipts of the Museum during the months of January, February
and March, we close it and take that time to do the necessary
repairs. Mr. Jung stated that he had gone over the records
showing the income for the past twelve months and the leanest
months were November, December, January and February; and that
business began picking up in March. He, too, recommended that we
close the Museum during this period. It was the thought of Mayor

Counihan that this would be an ideal time to encourage school
children from Savannah to visit the Museum. Councilman Hohenstein
stated that he would look into this. A motion was made by
Dr. Hohenstein that we close the Museum during December, January
and February and reopen in March. The motion was seconded and
unanimously carried.
A resolution was read by Town Attorney Bart Shea requesting that
the property known as Lot No., 30 -B, Ward One, Savannah Beach,
Georgia, in the name of Blanche L. Solomon as Executrix of the
Will of Alexander P. Solomon, Jr.; nd which wa, sold by the
Town of Savannah Beach on December , 1968; and on which all back
taxes and charges have now been paid, be conveyed back to her.
Councilman Cary moved the adoption f this resolution. It was
seconded by Councilman Jung and unanimously carried.
R E S O L U T I O N
-Mr. Jung reported that we were proceeding with our plans to
acquire the necessary land on which to build our treatment
plant. He asked Attorney Shea for a report'on his efforts thus
far to acquire this land. Town Atto ney Shea reported that there
were two owners of the land in ques ion and that both of them had
been contacted and told that the municipality was contemplating
either purchasing the land from the if.a price could be agreed
upon or, in the event we could not et together'on 'a price,
proceeding with condemnation. He st ted further that he had received
replies from both owners and one of them, Dr. Oliver, had requested
- that•we have an appraisal made by-a qualified appraiser and send
him a copy. He said that M±.-McDade the other owner, wants us
to make him an offer. Mr. Shea recommended that we have an
appraiser from the beach, possibly . Matthew Doyle, make an
appraisal of the two separate parcels. He said we could then compare
it with the value shown ` on our tax books, make an average of the
two; and submit this. as an offer to the owners. Councilman Schwarz
made a motion that we proceed along the lines as outlined by the
Town Attorney. It was seconded by Councilman Cary and unanimously
carried. •
Councilman. Jung made _a .report on the financial condition of the
Town as of October 31, 1969. He stated that we had begun collecting
our real estate tax for the second half of the year and that we
seemed to be in good shape, and sho ld be able to go through the
remainder of this fiscal year witho.xt any trouble. He noted an
increase in some expenses, due mainly to increase in salaries
which was necessary. Councilman Hohenstein asked what provisions
we could make in our budget to offset this increase in expenditures.
Mr. Jung stated that he felt the updated assessments and the
increased revenue from truck decals would take care of this.

Councilman Schwarz informed Council that he had been contacted
by Mr. Art Davis who stated that he would like to be compensated
by the Town for the use of his tractor in cutting the grass on
the old parade ground which is owned by the Town. He said Mr.
Davis told him that he would continue to cut the grass whether
he was paid or not on account of the tany complaints received
from residents of the area in regard to snakes, etc. Councilman
Schwarz moved that Mr. Davis be compensated for these services.
An amount of $60.00 was agreed upon and the Mayor stated that
if there were no objections, he would instruct the Clerk to
forward Mr. Davis a check for that amount, for services rendered.
Councilman Cary felt that, under the circumstances, we should do
this bu'.that in the future prior approval should be obtained
before the work is done.
Bills for the various departments were approved for payment.
Mayor Counihan announced to Council that because several cases
of poverty existing on the beach had been brought to his attention,
he was appointing a committee headed by Councilman Jack Daniels
to look into the situation by contacting the various churches
in the Town to learn the names of any families here who needed
financial help after which we would get together to see • what
could be done about it. He also stated that,. Gentle Haven Home
was in need of help and that we .would see what could.be: done to
help them.
There being no further business, the meeting was adjourned to
the next regular or special called meeting.

R E S O L U T I O N
WHEREAS, THE MAYOR AND COUNCILMEN OF THE TOWN OF
SAVANNAH BEACH caused Lot Number Thirty B (30 B), Ward One
(1), Savannah Beach, Tybee Island, Chatham County, Georgia,
to be sold by the Chief of Police and Ex- Officio Tax Collec-
tor on December 3, 1968, under a tax Fi Fa issued against
A. P. SOLOMON, JR., for taxes due said municipal corporation
on said property, and
WHEREAS, THE MAYOR AND COUNCILMEN OF THE TOWN OF
SAVANNAH BEACH bid in said property at said sale for the pur-
pose of protecting the taxes due said municipal corporation
and the cost of collecting the same, and
WHEREAS, the said municipal corporation has not parted
with the title to said property, and
WHEREAS, the said BLANCHE L. SOLOMON as Executrix
of the Last Will and Testament of ALEXANDER PERRY SOLOMON,
JUNIOR, has paid all accrued taxes and costs due said municipal
corporation and has requested that THE MAYOR AND COUNCILMEN OF
THE TOWN OF SAVANNAH BEACH quitclaim said property to her as
such Executrix, and
WHEREAS, the said A. P. Solomon, Jr., and the said
ALEXANDER PERRY SOLOMON, JUNIOR, were one and the same person,
NOW THEREFORE, BE IT RESOLVED, by THE MAYOR AND
COUNCILMEN OF THE TOWN OF SAVANNAH BEACH in Council assembled,

by unanimous vote, in accordance with the provisions of Sect -
tion 92 -4404 of the Code of Georgia, that said property known
as Lot Number Thirty B (30 B), Ward One (1) in the Town of
Savannah Beach, Tybee Island, Chatham County, Georgia, be
quitclaimed by the said municipal corporation unto the said
BLANCHE L. SOLOMON, as Executrix as aforesaid, and THE MAYOR
AND COUNCILMEN OF THE TOWN OF SAVANNAH BEACH is hereby author-
ized and directed to execute a proper Quitclaim for the pur-
pose of carrying out this resolution.
I, EDWARD M. PATTERSON, Clerk of Council of the
Town of Savannah Beach, do hereby certify that the above is
a true and correct copy of a resolution adopted and approved
by THE MAYOR AND COUNCILMEN OF THE TOWN OF SAVANNAH BEACH in
Council assembled.
