1. CALL TO ORDER
Chairman LaPointe called the meeting to order at 5:32 pm.
2. PUBLIC COMMENT TO ALLOW CITIZENS AN OPPORTUNITY TO ADDRESS THE PLANNING &
ZONING COMMISSION ON ITEMS THAT ARE LISTED ON THE AGENDA,OR ISSUES THAT
ARE NOT LISTED ON THE AGENDA (NON-AGENDA COMMENTS
Perry Leo, Crystal Leo, and their son Michael Leo made some introductory comments about their case,
which is item 7 on the agenda.
3. ADMINISTER OATH OF OFFICE FOR COMMISSION APPOINTEES TO PLACE 1, 3, AND 5
Jackson Durham was administered the oath of office for place 3. The absent members will take the oath
at the next meeting.
4. APPROVAL OF THE SEPTEMBER 3,2019 MEETING MINUTES
Michael Wilson asked to strike a comment from the draft minutes. Mary Witt motioned to approve the
amended minutes with a second from Michael Wilson. All approved.
5. DISCUSSION OF FUTURE COMMISSION MEETING DATES
James Donovan explained some changes upcoming in his schedule which would necessitate his firm
sending a different attorney to P&Z meetings. Jackson Durham also asked if the meetings could be
pushed back a half hour.
6. PUBLIC HEARING AND CONSIDERATION OF A SPECIFIC USE PERMIT TO ALLOW A
GUESTHOUSE AT 6715 HOVENKAMP AVENUE
Staff presented a case to issue an SUP to continue building a guesthouse at this address. An SUP was
previously approved in July 2018 and a building permit was issued but the project has not been
completed and the SUP technically expired.
Mr. LaPointe opened a public hearing and Lane Nguyen, of 6715 Hovenkamp, spoke in favor of the SUP.
He explained why the construction had gotten tied up and clarified to the commissioners the intention in
building the structure.
Jackson Durham motioned to approve the Special Use Permit, Kyle LaPointe made a second and all
approved.
7. PUBLIC HEARING AND CONSIDERATION OF A SPECIFIC USE PERMIT TO ALLOW A SINGLE-
FAMILY RESIDENCE AT 6826 BAKER BOULEVARD
The property at this address is zoned Mixed Use and requires a Special Use Permit to use it as a single-
family home. A public hearing was opened at 5:56 pm, Perry and Crystal Leo again addressed the
commission. In addition to living at the property, they expressed their desire to open a business there.
Mr. LaPointe closed the public hearing at 6:10 pm. Commissioners held an extensive discussion about
the intent of the comprehensive plan along Baker Boulevard. Kyle LaPointe made a motion to deny the
SUP. Jackson Durham seconded the motion and all approved.
8. EXECUTIVE SESSION
No executive session was required at this meeting.
9. SET THE DATE AND TIME OF THE NEXT MEETING AND ADJOURN
A combined November/December meeting was scheduled for Tuesday, December 3rd at 6pm. The
meeting adjourned at 6:43 pm.
