HomeMy Public PortalAboutResolution No. 547-21 12-13-2021 RESOLUTION NO. 547-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS, APPROVING CITY PARTICIPATION IN THE TARRANT COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG-CV) IN RESPONSE TO THE COVID-19 PANDEMIC WHEREAS, on March 27, 2020, the Coronavirus Aid, Relief and Economic Security Act (CARES Act) made $5 billion available in supplemental Community Development Block Grant funding to prevent, prepare for, and respond to COVID-19 (CDBG-CV); and WHEREAS, Tarrant County has recently announced the availability of supplemental CDBG-CV funds and released a Request for Proposals for public facilities and infrastructure projects and for public service projects that serve low to moderate-income residents for the purposes of preventing, preparing for, and/or responding to COVID-19. WHEREAS, a public hearing for the purpose of identifying and discussing eligible CDBG-CV projects has been held by the Richland Hills City Council; and, WHEREAS, after said public hearing and due consideration, the City Council determined that the following project was eligible for funding under this Act, and approved the filing of application for said funding: provide broadband infrastructure for greater internet access to Richland Hills' residents and visitors in the qualifying HUD areas: Rosebud Park, Creek Trail Park and the City Hall Plaza area including surrounding City facilities, as well as incorporating security camera coverage in these same areas to enhance crime awareness and/or prevention WHEREAS, it is understood that any funds not expended on the specifically approved projects will revert to the Community Development Contingency Fund, and should any repayment of funds be required by HUD due to ineligible or non-refundable projects, the City would be responsible for repayment. NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS, THAT: The proposed City of Richland Hills Community Development Block Grant project in response to the COVID-19 pandemic be approved and endorsed.
