A RESOLUTION ADOPTED BY THE TOWN COMMISSION
OF THE TOWN OF GULF STREAM, FLORIDA, REQUESTING
THAT THE CLINTON ADMINISTRATION REEXAMINE ITS
CRITERIA FOR ELIGIBILITY FOR POLITICAL REFUGEE
STATUS, REQUESTING THE FEDERAL GOVERNMENT TO
PROVIDE THE FUNDING NECESSARY TO ELIMINATE THE
BURDEN ON THE COMMUNITIES OF SOUTH FLORIDA WHICH
IS CREATED BY THE PRESENCE OF A GROWING ILLEGAL
AND UNDOCUMENTED ALIEN POPULATION; REQUESTING
OTHER MUNICIPALITIES TO ADOPT A SIMILAR RESOLUTION;
PROVIDING AUTHORIZATION TO FURNISH COPIES OF THIS
RESOLUTION TO ALL OTHER MUNICIPALITIES IN PALM
BEACH COUNTY, THE BOARD OF COUNTY COMMISSIONERS,
THE PALM BEACH COUNTY LEGISLATIVE DELEGATION, OUR
U.S. CONGRESSMEN AND SENATORS, THE FLORIDA LEAGUE
OF CITIES AND THE PALM BEACH COUNTY MUNICIPAL
LEAGUE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, people from different countries are treated
disparately by the U.S. Government with regard to their status
as political or economic refugees; and
WHEREAS, South,F:lorida:has become home to thousands and
thousands of illegal, undocumented aliens; and
WHEREAS, these illegal and undocumented persons are
using the resources of the State and Local Governments, including
the educational, medical, welfare and criminal justice systems at
an ever increasing rate; and
WHEREAS, these resources are being strained and
depleted without reimbursement from the Federal Government, thus
placing undue burden on the economy of South Florida communities
for what is essentially Federal policy.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION
OF THE TOWN OF GULF STREAM, FLORIDA, that:
Section 1. The Town Commission of the Town of Gulf
Stream, Florida, requests that the Clinton Administration
reexamine its criteria regarding the classification of refugees
as political rather than economic refugees and to revise the
existing laws to more effectively meet the ever growing influx
of aliens onto our shores.
Section 2. The Town Commission of the Town of Gulf
Stream strongly urges the Clinton Administration to provide
adequate funding to the Department of Immigration and
Naturalization Services in order to allow them to more effectively
carry out their duties.
Section 3. The Town Commission of the Town of Gulf
Stream, Florida, further requests that the Clinton Administration
develop an effective interdiction and deportation plan for those
persons who are not eligible for legal alien status with special
attention toward limiting entry of aliens, legal or illegal, who
are infected with communicable diseases.
Section 4. Additionally, the Town Commission of the
Town of Gulf Stream requests that the Clinton Administration limit
the availability of entitlement programs to illegal and undocumented
aliens and in the alternative to begin as soon as possible to
provide funding necessary to end the inordinate spending which is
currently draining the resources of the communities of Southern
Florida and the State of Florida.
Section 5. Each and every other municipality in South
Florida is hereby requested to adopt a similar resolution
requesting that the Clinton Administration and the Federal Government
implement the above named proposals as stated in Sections 1, 2, and 3.
Section 6. A copy of this Resolution shall be forwarded
to each and every municipality in Palm Beach County, the Board of
County Commissioners, the Palm Beach Legislative Delegation, our
U.S. Congressmen and Senators, the Florida League of Cities and the
Palm Beach County Municipal League.
Section 7. This Resolution shall take effect immediately
upon its passage.
