Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL SPECIAL SESSION MONDAY, JULY 29, 1996 4:30 P.,VI. STREET DEPARTMENT The Greencastle Common Council met in Special Session Juiv 29, 1996, 4:30 p.m., at the Citv Street Department. Mavor Michael called the ineeting to order. On the Roll Call, the Iollowine were found to be present: Councilor Roach, Councilor Flammer, Councilor Green, Councilor Baynard and Councilor Masten. Attorney ,lohn Zeiner was also present. There were no Public Petitions or Comments. Resolution ?996 -18, A Resolution Authorizing a Temporary Cranser of industrial Development Funds (Funding For Forest Hill Cemetery pending Tax Distribution), was read in its entirety by Mavor Michael. Motion to approve Resolution ;996 -18 was made by Councilor Green, seconded by Councilor Baynard. Vote was unanimous. Councilor Masten read a letter from Jeff McCall thanking the Council for his reappointment to the Greencastle School Board. Ordinance 1996 -1_1 An Ordinance Estabiishing The Size of Departments of - City Government of the City of Greencastle, Indiana, Fixing Salaries for the Emplovees oi' Such Departments and Fixing the Salaries of Certain Other .Appointed Officials for the Year 1997, first readinb, was read in its entirety by iNlayor Michael. Three options were presented to the Council: 41 - 4% raises and the addition of 13th Firefighter, addition of an additional full -time person in the Cemetery with a reduction in the part-time dollar amount. addition of Summer Intern for the Engineer Department, part-time Yard Waste Site person, an additional School Crossing Guard and Buildin, Commissioner/City Planner, Option .42 included: % raises and included the Summer Intern for the Engineer Department, part-time Yard Waste Site person, an additional School Crossing Guard Building Comm issioneriCity Planner minus the t3th firefighter and no full -time Cemeter. person with the higher part-time dollar amount. Option N3 included the 13th tiretwhter, but did not include the full time Cemetery, the additional part-time dollars for Cemetery were included, Summer Intern, Yard Waste Site Person, an additional School Crossing Guard and Building Commissioner/City Planner. After some discussion Councilor Masten made a motion to approve Ordinance 1996 -12, option 43, Councilor Roach seconded the motion with the amendment that two part-time people be added to the Cemetery for May and June at S5. 15 • per hour. After discussion, Councilor Roach seconded the motion as stated without the additional part-time For Cemetery. Vote was unanimous. " Ordinance 1996 -13, An Ordinance Fixing the Salaries of Elected Officers of the City of Greencastle for the Year 1997, first reading, was read in its entirety by Councilor Masten. Councilor Masten stated that the differential between the Mayor and Clerk- Treasurer should be less. There should not be a S2.720.00 spread between the salaries. Both positions are elected and the level of expertise, knowledge, time spent day to day and the hands on merit less of a gap. Councilor Roach agreed and added that the Mayor and Clerk - Treasurer should not make less than department heads. With having so little information regarding the budget and actual dollar amounts available to the City, it was agreed to put this issue on hold until next year. Councilor Roach made the motion to approve Ordinance 1996 -13 as presented, seconded by Councilor Hammer. Vote was unanimous. Attornev Larry Wilson brought the Council up -to -date on the Res -Care issue and gave each member a copy of a settlement offer that will be proposed to Res -Care prior to the August 2nd pre -trial phone conference to see if a settlement can be reached. By consensus the Council agreed with the proposed offer. Greencastle /PLltnam County Development Center Director Bill Dory was present and brought the Council up -to -date on Techrio -Trim. Mr. Dory told the Council that the building is an excellent building to market and the Development Center will be workin on prospects to till the buiiding. Mayor Michael announced that a new Building Commissioner /City Planner has been hired and Should be on board by the Ist of September at the latest. The position has been accepted by " Douche Andonov from Lake County. hat she has been contacted again regarding naming a street, bandshell, or Mavor Michael stated t placing a sign somewhere in the City to honor Bob Flannagin of the Four Freshmen. The Council agreed to address this at a later meeting. City Attorney John 'Leiner updated the Council on the Marathon spill at the Airport and stated that Milestone Construction is being more cooperative regarding the situation. Attorney Zeiner also told the Counc that the Attorney for Derrick Smith has asked for an investigation and Attorney Zeiner has turned the information over to the insurance company.
