Savannah Beach, Georgia
March 25, 1970
The regular monthly meeting of City Council was held today in
the council room at 3:00 P.1M., and,was presided over by Mayor
Pro Tem Jack Daniels, in the absence of the Mayor. The following
councilman were in attendance: Edward Jung, Milledge Jones,
Robert Cary and Louis Hohenstein. Also present was City Attorney
Bart E. Shea.
Mr. Ken Medernach, Safety Director of the Savannah Chapter of the
American Red Cross, was a visitor at the meeting. Mr. Medernach
discussed the life guard situation at the beach for the coming
season; also, problems resulting from surfing and surfing safety
procedures. He stated that he was interested in holding surfing
"safety clinics here at the beach. Councilman Daniels stated that
he felt Council would endorse this clinic, or even co- sponsor it.
He suggested that a meeting be set up after the election, at which
time Mr. Medernach would come back down here and meet with a
committee from Council consisting of Councilmen Cary, Jung and
Daniels to discuss ways and means of conducting these water safety
programs. Mr. Medernach was in accord with these plans.
The minutes of the regular meeting of Council on February 18th
and the special meeting of February 25th were approved as written.
Councilman Jung moved that Council adopt and place on first read-
ing annOrdinance to provide for the rate of License Taxes for doing
business and selling at Savannah Beach for the Fiscal Year begin-
ning May 1, 1970, and continuing for each Fiscal Year thereafter
unless otherwise altered or amended. The motion was seconded and
passed on first reading.

Councilman Jung moved that Council adopt and place on first reading
an Ordinance providing for the taxation of real and personal
property for the Fiscal Year commencing May 1, 1970 and continuing
for each Fiscal Year thereafter unless otherwise altered or amended.
Councilman Jung moved that we have the first and second reading
at this meeting of an Ordinance to adopt our codification of ordi-
nances which has been prepared by the Municipal Code Corporation of

Tallahassee, Florida. The motion was seconded and unanimously
carried. The Ordinance was then read by City Attorney Shea.
Councilman Jung moved the adopotion of this Ordinance. as amended,
on first and second reading. It was seconded by Councilman Jones
and unanimously carried.
0 , R D I N A N C E
Council approved an application of Charles Ramsey for, a :retail
beer and liquour license at the location ;on First-Street formerly
occupied by Gene Rimedio.
Councilman Jung moved the approval of a malt beverage license for
Mrs. Stephen W. Rouquie at the corner of Sixteenth Street and
Butler Avenue, location of the former bus station. It was seconded
and. - unanimously carried.
Councilman Jung moved that the application of Mr. Charles Embrey
for a retail beer license at the fishing pier be declined. It was
.seconded by Councilman Cary and unanimously carried.
Councilman Hohenstein moved that the City pay one -half of the Herb
Electric Company bill in the amount of $2,863.00 for electric work
done at the campsite, with the understanding that Messrs. Smith
and Dyches would pay the other half ($1,431.50). The motion was
seconded and carried. The Clerk was instructed to notify Messers.
Smith and Dyches at the time this is paid so that they may pay their
half of this bill as agreed upon.
City Attorney Shea stated that a Resolution and Quit Claim Deed
had been forwarded to him by the attorney representing Mr. A. P.
Solomon III and Mrs. Marjorie B. Solomon, requesting the City to
execute a Quit Claim on the property known as Lot 153, Ward One,
Savannah Beach and to adopt the Resolution to this effect. The
Clerk of Council stated that all back taxes and charges on this
property had been paid. Councilman Cary moved that this Resolution
be adopted and the quit claim deed be executed. The motion was
seconded by Councilman Milledge Jones and unanimously carried.
R E S O L U T I O N
Councilman Jones announced that the bid for a pick -up truck by
Dan Vaden Chevrolet Company in the amount of $1,811.34 was the
lowest of the three bids received. He moved that this truck be
purchased from Dan Vaden Chevrolet. The motion was seconded by
Councilman Jung and unanimously carried.
Councilman Hohenstein moved that an amount not to exceed $75.00
be approved for the purchase of some small playground equipment
by Mrs. Cooper for the playground. The motion was seconded and
unanimously carried.

Bills for the various departments were approved for payment.
Mayor Pro Tem Daniels announced that a request had been received
from Mr. George Peters, candidate for mayor on the Savannah Beach
Tax Payers Association Ticket, for the right to name two poll
workers in the forthcoming City Election to be held on April 6,
1970. The names submitted by Mr. Peters to represent their can-
didateS were Mrs., Daniel Campbell and Mrs. Petra C. Broberg.
it was the decision of Council that these names be considered at
the time the workers were certified with Judge Myrick, the elec-
tion superintendent.
Councilman Hohenstein read a letter from Mr. Frank Seiler, protest-
ing noisy and speeding cars on EightiStreet, from Butler Avenue
to the Strand and requesting speed breakers to eliminate the
hazard to the children and the peace and tranquility of the residents
on this street. He moved that these breakers be installed as
requested. Councilman Hohenstein was reminded of our bad experience
in the past with these breakers sad the anticipated requests for
more speed breakers in the future if this request is granted.
Mayor Pro Tem Daniels recommended that Mr. Seiler's letter be
referred to the Police Committee to take under advisement and
for careful consideration.
City Attorney Shea recommended that these people who are disturb-
ing the peace of the community with their speed, noisy mufflers,
etc., be warned through the news media and other means that these
nuisances will not be tolerated at the beach and violaters will be
prosecuted. He also recommended that a nice public relations sign
be erected somewhere near the entrance to the city limits welcom-
ing our visitors and at the same time warning them that they are
expected to obey our laws in regard to these violations. Mayor
Pro Tem Daniels stated that a group of those councilmen interested
will get together to work out the details and the wording of the
sign and see that it is erected.
Councilman Cary read a letter from Mr. John McGinty, who also
lives on Eighth Street, protesting the erection of speed breakers
on his street, stating that he liked Eighth Street just like it is.
He requested a sign prohibiting dogs on the beach which he stated
he would pay for, if necessary. This letter was also referred to
the Police Committee for their consideration and Mayor Pro Tem
Daniels asked Councilman Cary to inform Mr. McGinty that the sign
he requested will be erected at the expense of the City. Council-
man Cary also requested Councilman Jones to have Mr. Reed replace
the rusted out sign on Eight Street warning motorists of children
playing in the area.

There being : no. further. business, the meeting .was < adjourned to
the next regular or special called meeting.

R E S O L U T I O N
WHEREAS, on December 23, 1968, James W. Price, Chief of
Police of the Town of Savannah Beach, Tybee Island, conveyed to
Savannah Beach, Tybee Island, the property of Theresa S. King and
Harrison G. King known as Lot 153, Ward 1, Savannah Beach, Tybee
Island, Georgia, for past due City taxes, and
WHEREAS, the said lot was conveyed by said Theresa S.
King and Harrison G. King to A. P. Solomon, III, and Marjorie B.
Solomon by Quit -claim Deed dated January 30, 1970, and said A. P.
Solomon, III, and Marjorie B. Solomon, as owners of said lot have
paid to the Clerk of Council of the Town of Savannah Beach, Tybee
Island, the sum of $7.94, representing all ad valorem taxes and
costs due the Town of Savannah Beach, Tybee Island, against said
property, and
WHEREAS, said A. P. Solomon, III, and Marjorie B. Solomon
have petitioned the Mayor and Councilmen of the Town of Savannah
Beach, Tybee Island, to quit -claim said property to petitioners.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, in council assembled,
that the prayers of said Petitioners be granted, and that the Mayor
of the Town of Savannah Beach, Tybee Island, is hereby authorized
and directed to execute a Quit -claim deed and the Clerk of Council
is authorized and directed to attest said deed to carry out the
purpose of this Resolution.
Adopted and Approved, this 25th day of March, 1970,
upon Motion of Councilman Robert F. Cary, seconded by Councilman
Milledqe Jones, and unanimously carried.
