AUTHORIZING AGREEMENT FOR EXTRAORDINARY,
UNSPECIFIED SERVICES
WHEREAS, there exists a need for Insurance Coverage; and
WHEREAS, the maximum amount of the contract in question is
$70,716 for business auto, and $95,937 for general liability
and property coverage, and $34,016 for comprehensive local law
enforcement, and funds are available in an appropriations
entitled Insurance and Surety Bond Premiums and have been
Certified bY %he Chief Finance Officer, said-certification
being attached7 and
WHEREAS, N.J.S.A. - 40A:ll-1 et seq. requires that the
Resoluticyn authorizing the award of contracts for
"Extraordinary, Unspecifiable Services" without cQmpetitive
Bids and the Contract itself must .be available ~or'~ublic
inspection; and
WHEREAS, Patrick J. DeBlasio has certified that this..meets the
Statute and Regul.ations governing th~ award of said' contracts;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Carteret as follows:
1. The Mayor and Borough Clerk are hereby authorized and
directed to execute the attached agreement with Global
Indemnity Insurance Agency, Inc. . .
2. This contract is awarded without competitive bidding as an
"Extraordinary, Unspecifiable Service" in accordance with
40A:11-5 (1) (a) (ii) of The Local Public Contracts Law
because insurance including the purchase of insurance
coverage are specifically excluded.
3. Notification of Contract Award shall be printed once in the · News Tribune.
Adopted this 16th day of January, 1997
and certified as a true copy of the
original on January 17, 1997.

This is to request your approval of a Resolution authorizing a
contract to be executed as follows:
Firm: Global Indemnity Insurance Agency, Inc.
Cost: $70,716 - Business Auto
$95,937 - General Liability and Property Coverage
$34,016 - Comprehensive Law Enforcement Policy
Period: January 1, 1997 thru December 31, 1997
Purpose: Insurance Coverage for Business Auto, General
Liability and Property Coverage, and Comprehensive Law
Enforcement
This is requested to be awarded without competitive bids as an
extraordinary, unspecifiable service (N.J.S.A 40A:11-5 (1) (a). I
do hereby certify as follows:
1. Quotations have been solicited and are as follows:

This is the lowest quotation. (If not, explain why in detail)
2. Insurance coverage is specialized and qualitative in nature
requiring expertise, extensive training and proven reputation.
Insurance contracts have been modified over the years to conform
to Borough requirements and policies.
3. This can not be described by written specifications because:
It is not reasonably possible to draft specifications to meet the
Borough requirements of all the various liability coverage and
administration thereof.
4. I have reviewed the rules and regulations of the Division of
Local Government Services as contained in the local public
contract guidelines (revised) and certify that the proposed
contract may be considered as an extraordinary, unspecifiable
service in accordance with the requirements thereof.
