fhe Greencastle Common Council met in Special Session for a Public Hearing & Pre - _Adoption
for the 1997 Budget. Mavor Michael called the meeting to order. On the Roll Call, the
following were 'round to be present Councilor Roach, Councilor Hammer, Councilor Green,
Councilor Bavnard and Councilor Masten. Citv Attorney John Zeiner was also present.
Clerk - Treasurer Jones corrected the insurance amounts in the Park and Recreation, Board of
Works, Motor Vehicle Highwav and Cemetery Budgets. CT .Jones told the board without anv
figures for CAGIT, Excise, etc., the best estimate is that the budget is approximately 520,000.00
over what will be allowed by the State. Councilor Roach suggested returning some capital items
in the budget. Councilor Roach explained that since we don't have anv solid fi,ures. we don't
know whether we could have these items or not. It is better to put them in the budget and cut
them later than to not have them in and find that the budget would cover them and not be able to
put them back in. Councilor Roach recommended that S 10,400.00 be added in the Cemetery
Budget for a backhoe and 520,000.00 be added in the Police Department budget for a police car.
After some discussion. Councilor Roach made a motion to approve Ordinance 1996 -19, An
Ordinance for Appropriations and Tax Rates as submitted with the insurance changes and the
addition of S 10,400.00 to the Cemetery and 520,000.00 in the Police Department. Councilor
Bavnard seconded the motion. Councilor Hammer questioned the cut in Putnam Countv Youth
T.V. from 515,000.00 to 56.000.00. Councilor Masten stated that he does not feel that taping
school functions, etc. is part of City Government and he requested that cut in the Council
Budget. The PCYTV has sponsors and brings in revenue, the City just gives the program
515,000.00 and there is no accountability for the money. The School Board should pav for the
PCYTV to tape school events, not the City. Vote to adopt Ordinance 1995 -19 was unanimous.
Resolution 1996 -21, A Resolution Authorizing the Investigation for Purchase of a Parking Lot,
was read by Mayor Michael. Motion to approve made by Councilor Hammer, seconded by
Councilor Masten. Vote was unanimous.
• Councilor Masten told the Council that he received a call from Janet Calbert. Mrs. Calbert sends
her appreciation to the Council for the Resolution 1996 -20, naming CR200 East " Calbert Wav ".
July claims were approved by a motion made by Councilor Masten, seconded by Councilor
Roach. Vote was unanimous.
Seine no further business Councilor Roach made a motion to adjourn, seconded by Councilor
Hammer. Vote was unanimous.
