Call to Order a . Mayor Bill Agan called the meeting to order at 5:00pm 2 . Hear presentation on history and current statu s of the Richland Hills Tax Increment Reinv estment Zone #1 a . Roland Goveas, City Councilmember for Richland Hills 1x . Andrea Russell , City Attorney representative from TOASE x. Beverly Williams, City Councilmember for Richland Hills x 1. Rebecca Barksdale, Tarrant County Precinct 3 Administrator b. Jason Moore gave presentation of history of the Rich land Hills ' TIF since its inception and adoption in 2009 . He explained that between 2009, the base year, and 2014, the TIF actually experienced a decrement in property tax values and that it wasn 't until 2015 that incremental funds were available. 3 . Discuss the Richland Hills Tax Increment Reinvestment Zone #1 Project Plan a . Jason Moore discussed the original project plan and the various projects that were taking place throughout the Baker Blvd corridor. Based on what we know today, he also explained that there might be opportunities to revise the project plan at the next TIF Board meeting. One of those might be the burial of utilities along the corridor. The Board also discussed the possibility of Tarrant County College District's participation as well as the Hospital District's. 4. Set next meeting date & time a. After discussion , the Board elected to meet quarterly and the next meeting would be held on November 1, 2016 at 5 :00pm in the Richland Hills Council Chambers. 5. Adjourn a . Mayor Bill Agan adjourned the meeting at 5:27 . This facility is wheelchair accessible.
