August 19, 1970
The regular meeting of City Council was called to order at 3:00
P. M. today with Mayor Michael J. Counihan presiding and the
following councilmen in attendance: John H. Daniels, Jr.,
Edward Jung, Robert F. Cary, George Schwarz, James M. Stettler
and Edward W. Towns. City Attorney Bart Shea and Police Chief
J. W. Price were also present.
Visitors at the meeting were David K. Smith, Attorney Tom
Edenfield, Edmund D. Maddox and Bobby Losey.
Mr. Tom Edenfield, attorney for Mr. David K. Smith, appeared
before Council for the purpose of getting approval of Mr. Smith's
application for a family campground. Mr. Edenfield stated to
Council that he felt all the requirements of the Savannah Beach
Code had been complied with and that this project was not going
to be a "tent city" as had been stated by some but would be
strictly a family camp -site and an outstanding facility for
Savannah Beach. Mr. Edenfield stated further that he was aware
of some, dispute concerning Estill Avenue and Fort Avenue and
wanted to make it clear that his client was not making claim
to these two streets and thtt Mr. Smith would be willing to
give a quit claim deed to the city covering these two streets.
Mr. Edmund D. Maddox, architect for Mr. Smith, explained the
various consttuction details, including water, sewage and
lighting. He stated that the plans would be altered to elimi-
nate the streets which would be quit - claimed back to the city
of Savannah Beach. He bxplained that all the engineering
details had been worked out by their engineer, Mr. Hunter
Saussy, with the city engineer. Mr. Maddox stressed that the
camper spaces would be built in accordance with Federal Govern-
ment specifications for camper sites and that there would be
notfacilities for mobile homes. Council waw assured that there
would be adequate supervision over the campsite at all times
and also, in answer to a question from a member of council
that full financing had been guaranteed by the C&S Bank.
The question of handling garbage disposal was brought up and
Council was assured by Mr. Smith that he would go along with
whatever Council recommended in this regard. Mayor Counihan
informed Mr. Smith that his application would be acted upon
immediately and that he would be notified of their decision by
tomorrow morning
Mr. Bobby Losey appeared before Council to request the removal
of one of the five parking meters on the Butler Avenue side of
his "Islander" Apartments so that he might gain access for

customer parking along the side of the apartments. It was brought
up that Mr. Losey had been going across the city sidewalk to get
to this parking area and Council objected to this. His request
for the removal of the parking meter was denied.
The Minutes of the meeting of July 22nd were approved as written.
Mayor Counihan read a letter from Mr..Wilensky wherein he protested
his recent water bill which he termed excessive. He stated that
he would like his check returned to him if Council agreed. The
bill was for excess water used and the charge was found to be correct.
Councilman Daniels moved the adoption of the comprehensive street
plan as proposed by the Savannah Beach Planning Commission. The
motion was seconded by Councilman Stettler and unanimously carried.
Councilman Cary, reporting for the water- sewage department, stated
that we have now reached a point where we will be obliged to add
a sewage charge. He stated that a great deal of study had been
given this and it should be decided soon how much charge should
be put on sewerage for both commercial and residential accounts,
the method of collecting, etc. He also stated that a recommenda-
tion had been made by Mr. Hutton, our consulting engineer, for a
$3.00 charge on resindential accounts and it was his thought to
add $1.00 per unit, per month to commercial accounts. There was
much discussion on the sewage situation and the necessity for the
charge; however, there was a difference of opinion as to what the
charge for commercial accounts should be. It was decided by
Mr. Cary that a meeting of the Water. Committee would be held at
City Hall on Sunday August 23rd and they probably would come up
with some definite recommendations at the September Council Meeting.
Councilman Schwarz reported that the Campsite was still open and
charging $3.00 per person. Mayor Counihan stated that the,Camp-
site was supposed to be closed. Chief Price was immediately
dispatched to investigate this. Upon his return to Council he
reported that he found the Campsite closed and a sign posted on
the gate. Also, that there were no campers on the premises.
A mbtton was made by Councilman Schwarz and duly seconded that
mini -bikes and go -karts be made to conform to the State Motor
Vehicle Law and that this law be enforced. It was unanimously
passed.
A letter written by the Mayor to the Georgia Firemen's Pension
Fund in regard to the qualifications of Mr. A. P. Solomon, III
for a pension was submitted to the city attorney for approval.
It was reviewed by Mr. Shea and said to be in order. The Clerk
was instructed to affix the City Seal and mail to the Pension Fund.
Bills for ;the various Departments for the month of July were
approved for payment.

Council was informed by Water Commissioner Cary that the cost of
our most used meter, the 5/8 ", had increased $5.00. He then
moved that the price of our installation of this meter be
increased from $60 to $65 accordingly. The motion was seconded
and unanimously carried.
Councilman Daniels reported that the beach was now in a cleaner
condition than it has been in some time due mainly to the increase
in police personnel. Mayor Counihan-reported on the Girl Scout
clean -up campaia; also on the dangers, from a health stand-
point of allowing dogs on the beach.
Mayor Counihan discussed with Council the feasibility of install-
ing air - conditioning in the Museum. He stated that due to the
thick walls and the construction of the building it would cost
around $2,225.00, which he felt was prohibitive. He recommended
draft fans which he stated could be installed for a reasonable
amount.
Mayor Counihan re- opened the discussion on Mr. David K. Smith's
application for the construction of a Camper- Trailer Park.
Following a discussion on the matter, Councilman Daniels moved
that the application be approved with the stipulation that Mr.
Smith post a performance bond in the amount of the estimated cost
of construction of phase I of the project, or $25.000.00 and that
he execute a Quit Claim Deed to the City of Savannah Beach to those
portions of Fort and Estill Avenues which it was felt were never
legally conveyed to him. The motion was seconded by Councilman
Schwarz and unanimously carried.
City Attorney Shea reported on his efforts to purchase the land
for the proposed new sewerage treatment plant. He stated that he
was in receipt of a letter from Dr. Oliver, one of the present owners,
in which he stated that he would be willing to sell the 4.64 acres
for $9280.00; whereas, our offer to him was for $5,280.00. It was
the opinion of Council that since we hold a tax deed on the property
we should not offer him more than the $5,280.00. Attorney Shea
reported that he had not as yet heard from the other property owner.
Mayor Counihan requested all department heads to watch their
expenses very carefully from now to the end of the fiscal year,
expecially where salaries are concerned. He also announced that
there would be no meetings of Council until the Executive Meeting
on September 9th.
There belling no further business, the meeting was adjourned to the
next regular or special called meeting.
