VILLAGE OF PLAINFIELD
MEETING MINUTES
AUGUST 15, 2016
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, M.BONUCHI, B.LAMB, E.O'ROURKE, G.PECK, J.RACICH,
AND B.WOJOWSKI. OTHERS PRESENT: T.PLECKHAM, MANAGEMENT SERVICES
DIRECTOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER;
A.PERSONS, PUBLIC WORKS DIRECTOR; J.PROULX, PLANNING DIRECTOR; K.GOSKA,
BUILDING OFFICIAL; AND J.KONOPEK, CHIEF OF POLICE.
CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present.
Mayor Collins led the Pledge of Allegiance. There were approximately 16 persons in the audience.
PRESIDENTIAL COMMENTS
Mayor Collins proclaimed September 2016 Hunger Action Month.
TRUSTEES COMMENTS
Trustee Peck commented and thanked the staff regarding their assistance with Nicor in replacing
outdated gas lines.
Trustee Racich warned residents to beware of scams. There was some general discussion regarding
different types of scams.
Trustee Bonuchi thanked the Interfaith Food Pantry and encouraged residents to make donations.
Trustee Bonuchi also urged residents to be cautious of school children and buses.
Trustee Wojowski thanked the Food Pantry. Trustee Wojowski also asked the staff to place vehicle
purchase on one or two agendas.

BUSINESS MEETING
1) APPROVAL OF AGENDA
Trustee Lamb moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Bonuchi,
yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
2) CONSENT AGENDA
Trustee Lamb moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on August 1, 2016.
b) Bills Paid and Bills Payable Reports for August 15, 2016.
c) Cash& Investments, Revenue, and Expenditure Reports for July, 2016.
Second by Trustee O'Rourke. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes;
Racich, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
3) 2016 HOMECOMING PARADE
Trustee Bonuchi moved to approve the 2016 Homecoming Parade and associated road closures to be
held on October 1, 2016. Second by Trustee Peck. Vote by roll call. Bonuchi, yes; Lamb, yes;
O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.

ADMINISTRATOR'S REPORT
Mrs. Traci Pleckham reported that the telephone systems at Village Hall, Public Works, and the
Police Department were not working and staff is working to fix the issue. 911 is still working.
MANAGEMENT SERVICES REPORT
No Report.
ENGINEER'S REPORT
No Report.
PLANNING DEPARTMENT REPORT
No Report.
BUILDING DEPARTMENT REPORT
Mr. Ken Goska presented the Operations Report for July, 2016.
PUBLIC WORKS REPORT
Mr. Allen Persons gave an updated on the 127th Street Reconstruction Project. Mr. Persons noted
that IDOT has opened bids and D Construction was the low bidder. This project received a$2million
federal grant and the Village's financial portion will be approximately $673,073.00.
Trustee Lamb moved to approve an agreement with Nicor Gas, for the gas main relocation along
127th street, and to authorize payment for this work at a cost not to exceed $67,227.00. Second by
Trustee Racich. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes;
Wojowski, yes; 6 yes, 0 no. Motion carried.
Trustee Lamb moved to approve a Contract Supplement Number 1 with Baxter and Woodman for the
127th Street reconstruction project in the amount of$20,457.60. Second by Trustee Racich. Vote by
roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; 6 yes, 0
no. Motion carried.
Trustee Lamb moved to approve a professional service agreement with Christopher B. Burke
Engineering for the James Street/River Road street lighting project at an amount not to exceed
$21,200.00. Second by Trustee Racich. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes;
Peck, yes; Racich, yes; Wojowski, yes; 6 yes, 0 no. Motion carried.
POLICE CHIEF'S REPORT
Trustee Peck moved to adopt Ordinance No. 3275, authorizing the sale of personal property.
Seeking Board consideration of a motion to authorize the purchase of a new 2017 Ford Escape from
Rod Baker Ford, Emergency Equipment from Ray O'Herron Co., installation and decals from current
Police Department vendors in the amount of$22,807.50. Second by Trustee Lamb. Vote by roll call.
Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; 6 yes, 0 no. Motion
carried.
Chief Konopek presented the PEMA Report for June, 2016.

No Report.
Mayor Collins read the reminders.
Trustee Lamb moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
Motion carried.
The meeting adjourned at 7:40 p.m.
