6:30 p.m. executive workshop on John's Water right possible
purchase
7:45 p.m. Mayor Pro -tem Marianne Klancke called the meeting
to order. Board present were Schauner, Finlay, Muhlbauer,
Buchheister, Johnston. Attorney Hartlaub, Vicky Winter and
Ed Opitz were also present.
After workshop on possible water purchase of the John's Water
rights the board directed Opitz to discuss with Mr. Johns a
purchase of water rights, augumentation pond site and a
guarantee for the John's property for a given number of water
taps at the time of development. John's property shall be annexed
at the time of development and all regulation for improvements of
a water system etc. will be placed on the property at the time
of development. Board will review the document at the next meeting.
Underpass RR- contract
Opitz reviewed the low bidder qualifications as well as
reviewing the RR criteria for allowing the bid to the contractor.
Alternate bids were recieved A B. Ed advised the board to
award under alternate A, as advised the board to award the contract
to the low bidder, Duckles Construction.
Schauner made a motion to award the underpass construction bid
to Duckles Const. under alternate A bid and to award with the information
that the RR will accept Duckles as a contractor, 2nd Johnston, carried.
Contract price is $365,827.75 EE. $460.000
Opitz stated that the first week in Feb. he would be reviewing
the work with the contractor.

Bills presented for payment:
Finlay made a motion to pay these bills, with the exception of
the draw for the Berthoud Tunnel. The Board will wait until the
progress report is given, and a review of the completed study of
Eco. Development. Ron Drake suggested to the Clerk it will be
ready to review in Feb. and he will present it to the board.
2nd Muhlbauer, carried.
POLICE CONTRACT/ STAR POOL
Hartlaub reported that the contract was a very simple
contract that really spelled out nothing, and the budgets yearly
were the document that provided more information on service. He
recommended approving the police contract with that in mind.
The Star Pool, a insurance pool is not very clear as to what
it is. Henderson should be asked to explain it as well a providing
exhibits to the document on costs etc. before the Town sign it.

PERSONNEL POLICY CHANGES:
Changes to the handbook with regards to the relationship
between the employees and the town need to be clarified.
Resolution No. 1988 -1 -1- with exhibits A,1/88 and B,1/88
Finlay made a motion to approve the changes and adopt Resolution
No. 1988 -1 -1 with exhibits, 2nd Muhlbauer, carried.
No futher business, board adjourned at 10:00 p.m.

Opitz reviewed the water problems. Wells 2 and 4 have tested
out that the pumps are not working. He has ordered new
pumps and expect installation within the week. Opitz provided
grafts of the usage for review. Opitz will also write up testing
to be preformed twice a year on the wells so that it might be
detected that there is a problem eariler than this problem was
noticed. Board briefly discussed the need to make improvements
to the St. Louis system so that when we need it we have better
quality water to provide.
TOWN SPONSOR PINS/ EXCHANGE STUDENT
As part of the "Ice Box of the Nation" commercial products,
the board discussed the exchange student and the tradition of
the student handing out pins of their town to all of the other
exchange student. The Town would like to sponsor and buy the pins
for this student. Klancke and Muhlbauer will work on design and
we will order a number sufficient for the student as well as enough
to distribute to local merchants to sell to the public. Muhlbauer
made a motion to the above decission, 2nd Finlay, carried.
