A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO SEQUEL CONTRACTORS, INC. IN THE
AMOUNT OF $835,608.00 FOR THE STREET AND SEWER
REHABILITATION PROJECT AT CLARK STREET, HALO DRIVE,
MILLRACE AVENUE, MINNESOTA AVENUE, AND PELLEUR STREET,
PROJECT NO. 4011.68.XXX AND AUTHORIZING AN APPROPRIATION
IN THE AMOUNT OF $1,205,621 FOR THE STREET AND SEWER
REHABILITATION PROJECT AT CLARK STREET, HALO DRIVE,
MILLRACE AVENUE, MINNESOTA AVENUE, AND PELLEUR STREET;
AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT.
WHEREAS,the Clark Street, Halo Drive, Millrace Avenue, Minnesota Avenue, and
Pelleur Street Project consists of partial removal and replacement of concrete sidewalk,
curb/gutter, driveways and curb ramps; removal and reconstruction of portions of street
sections exhibiting signs of base failure; removal and replacement of portions of native
soil as needed; grind and overlay with new asphalt the entire street section; adjustment
to grade all storm drain/sewer/utility maintenance hole covers; adjustment to grade all
water valve can and covers; provision of all traffic striping, markings, curb painting, house
addresses and signage. Project also includes Sewer repairs; and
WHEREAS, the Project limits are Clark Street from Atlantic Avenue to Edgebrook
Avenue, Halo Drive from Carlin Avenue to Clark Street, Millrace Avenue from Carlin
Avenue to Clark Street, Minnesota Avenue from State Street to East City Limit, and
Pelleur Street from West End to Halo Drive; and
WHEREAS, on April 23, 2020, the Notice Inviting Bids for the project was
advertised in the Daily Journal, Bid America, on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on Thursday,
May 21, 2020 at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received eight (8) bid proposals; and
WHEREAS, Sequel Contractor, Inc. is the lowest responsible bidder; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is hereby authorized to execute the agreement
between the City of Lynwood and Sequel Contractor, Inc. for the Clark Street, Halo Drive,
Millrace Avenue, Minnesota Avenue, and Pelleur Street, Street and Sewer Rehabilitation
Project (CIP No. To be Determined) in the amount of$835,608.00.

Section 2. That the City Council approves the following appropriation:

Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d)
to exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a)
and authorizes the City Manager to approve modifications and change orders related to
the Project up to the available Project Budgets.
Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
