HomeMy Public PortalAbout19710120CCMeeting45. Savannah Beach, Georgia January 20, 1971 The regular monthly meeting of City Council was called to order at 3:00 p.m. today with Mayor Michael J. Counihan presiding and the following councilmen present: John H. Daniels, Jr., Edward Jung, Robert F. Cary, George F. Schwarz, James M. Stettler and Edward W. Towns. Visitors at the meeting were Mrs. Richard L. Grosse and Mr. John Tatum, representing Mrs. Grosse. Mr. Tatum, on behalf of Mr. & Mrs. Grosse, petitioned council to act on a previous request of Mr. Grosse for the right to subdivide a piece of property which he is planning on purchasing from Mr. Fred Oliveros. City Attorney Shea stated that this request must be made in the name of the owner, not the proposed owner, also, that he -doubted whether or not the City had the right to give a quit -claim deed to a portion of Beechwood Avenue which had also been requested. Mr. Tatum was requested to have a survey plat made showing exactly what they proposed to do. At the request of the Mayor, the latest correspondence regarding the Beach Erosion Project were read by the Clerk. The Minutes of the meeting of December 16, 1970 were approved as read. Bills for the various departments were approved for payment. Councilman Daniels reported that our delegation to Mayor's Day in Atlanta conferred with all of the representatives to the General Assembly from Chatham County with regard to our proposal for annexation for the entire Island of Tybee, and the majority of our representatives agreed that we should advertise for three consecutive weeks our intentions to annex. The clerk was instructed to proceed with this advertising. Councilman Daniels reported that since we have recently been receiving what appears to be the run - around on our endeavors to get Chatham County to repair our boat ramp on the Inlet, during the recent visit to Atlanta, Mr. George Bagby of the Outdoor Recreation and Mr. Henderson of the Game and Fish Commission had given us some hope of receiving State help. Councilman Daniels stated that since it was felt that we were not receiving all the tax that was due us on the alcoholic beverage tax, he recommended that the city look tor another method of collecting this tax, either by using stamps or some other way. 46 Councilman Daniels also reported that the Sixteenth Street Police Station had been repaired and provisions made for heating it. He said that the Police Department would be able to move in there in . about another week. Councilman Stettler moved that the request of Mr. Charles Embrey to move a house to the beach from Bonaventure Road. in Savannah be denied. The motion was seconded and unanimously carried. A letter was read from Mr. Sidney W. Register requesting permission to purchase from the City of Savannah Beach a portion of Fifth Avenue at the intersection of Tenth Street, the desired piece of property measuring 60 ft. by 60 ft. A motion was made by Councilman Daniels that this property be sold to Mr. Register for the sum. of $450.00 and that the following Resolution ne adopted. The motion was seconded and unanimously carried. R E S O L U T I O N Mayor Counihan appointed Edward Jung, James Stettler, Bob Cary, George Schwarz and Jack Daniels, Chairman as a committee to investigate the present method of collecting the excise tax on alcoholic beverages with the view of making the necessary changes in order to insure the payment of all tax due the city. Mayor Counihan .stated that in order to arrive at a stubbing fee for the five new houses being planned for Fifth Avenue. Mr. Kent, Superintendent of the Sewage Department, had been instructed to secure a cost estimate for running an eight inch line to accomodate these houses. He stated that a pro -rata share of this cost would be borne by each of these houses. Mayor Counihan reported that plans were being formulated to move the little house presently located at the site of the fishing pier to the new city recreational area in Fort Screven. It was stated by Mayor Counihan that on the recent trip to Atlanta approval for the project of paving and widening Jones Avenue was obtained from the State Highway. Department. A meeting was called for January 27th at 7:00 p.m. for the purpose of completing the discussion on the proposed new zoning ordinance. There being no further business, the meeting was adjourned to the next regular or special called meeting.. CITY CLERK MAYOR 1 1 RESOLUTION BE IT RESOLVED BY THE MAYOR AND COUNCILMEN OF THE CITY OF SAVANNAH BEACH, TYBEE ISLAND, IN COUNCIL DULY ASSEMBLED, THIS 20TH DAY OF JANUARY, 1971, AND IT IS HEREBY RESOLVED BY AUTHORITY OF THE SAME AS FOLLOWS: WHEREAS, the Mayor and Councilmen of the City have received a request from S. W. Register, a resident and property owner of said City, to purchase from the City a portion of 5th Avenue and 10th Street, being sixty (60') feet by sixty (60') feet, which is adjacent and contiguous to other property presently owned by S. W. Register, being bounded on the North by property of Joseph A. O'Leary; on the East by the remaining easterly portion of 10th Street, and on the West by the remaining property of Sidney W. Register; and on the South by property owned by Charles W. Walsh; and WHEREAS, the sixty (60') by sixty (60') foot portion of property being a part of 5th Avenue and 10th Street within said City has not been opened or used by the Public at any time during the three (3) years prior to the date of this resolution; and WHEREAS, after inspection of such property and subsequent consideration by all of the members of said Council, said sixty (60') by sixty (60') foot portion of the public streets are not considered necessary or convenient for public use, and it is . deemed that such sale would be for the best advantage and interest of the City and its residents and inhabitants. NOW THEREFORE, BE IT RESOLVED AND IT IS HEREBY RESOLVED as follows: THAT the request of S. W. Register to purchase from the City of Savannah Beach a sixty (60') by sixty (60') foot portion of 5th Avenue and 10th Street within said City, being property identified by Pin #482- 06 -07, and being bounded on the West by property of S. W. Register; on the South by property owned by Mr. Charles H. Walsh; on the North by property owned by Mr. Joseph A. O'Leary; and on the East by the remaining portion of 10th Street. BE IT FURTHER RESOLVED that the purchase price of said property shall be $450.00 , and upon receipt of such sum, the Clerk of Council shall notify the attorney for the City that such sum has been paid, at which time the attorney shall draw a Fee Simple Deed conveying said property to the said S. W. Register and upon said Purchaser paying the cost of recording said document, the same shall be recorded and filed of record in the Clerk's Office of the Superior Court of Chatham County, Georgia, and transferred on the records of said City.
