Attached is a memorandum issued in 1986'for mowing City owned
property. Mr. Dan Dooley has requested the same procedure for.1987:
After a discussion with Rob Anderson, State Board of Accounts,
I have determined this payment to park employees should be a payroll account
and not a contractual account. By paying through apayroll account, all
taxes will be collected and paid as required by the Internal Revenue Service.
