AN ORDINANCE AMENDING AMENDED ORDINANCE NO.53-1986 (1987 SALARY ORDINANCE FOR
THE CITY OF RICHMOND, IDNIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1987 AND
ENDING DECEMBER 31, 1987).
WHEREAS, Amended Ordinance No. 53-1986 established the various positions and salaries for
the offices and emoplyees of Public Transit Division of Public Works; and,
WHEREAS, the Common council approved the positions and salaries for Public Transit Division
of Public Works as set forth in Amended Ordinance No. 53-1986; and,
WHEREAS, it is now necessary to reflect the job position and salary changes for Public Transit
Division of Public Works as set forth in Amended Ordinance No. 53-1986;
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana:
SECTION 1. That for the fiscal year beginning January 1, 1987 and ending December 31,
1987 that the appointed officers and employees of the Public Transit Division of
Public Works, City of Richmond, Indiana shall receive the following salaries for
their positions:
Public Transit
Operations Supervisor $ 16,475

Salary Ammendment
I am requesting that the Members of Common Council
approve the addition of a job position, entitled
"Operations Supervisor". The addition of this position
is greatly needed if the progress of Rose View Transit
is to continue.
Over the past three (3) years that I have served as
Transit Manager, we have made significant strides,including:
1. Changed the name of the System.
2. Changed the route structure to better serve the
Richmond Community.
3. Increased ridership 27% over the past three (3) years.
4. Lowered the cost of passenger fares.
5. Increased overall fare revenues.
6. Cut the operating budget.
7. Established a new pass system for passengers.
8. Established advertising program, and sold all spaces
on our buses.
9. Expanded our charter service.
10. Obtained five (5) new 21 passenger buses.
11. Will be obtaining one (1) new 29 passenger bus within
the next two weeks.
12. Planning for the acquistion of four (4) new buses in
1988.
13. Looking at possibility of expanding service into both
fixed route and demand response to enable us to
provide service to outlying communities.
Our system operates six (6) days a week, twelve and one half
(12'/Z) hours per day. There are a total of fourteen (14)
employees working for Rose View. There is only one supervisor..
Although I have delegated duties to the Secretary, Mechanic, and
Maintenance person, there still exists more duties than one person
can handle. There is not enough time in a day to do all the
administrative, supervisory, and marketing duties that need to
be done.
The Operations Supervisor would come in at 5:30 a.m. and supervise
the drivers, check routes, follow-up on complaints, do periodic
route checks, route analysis, schedule route assignments, etc.
This person would work split shifts, so as to be in at the times
of shift changes for the drivers.
The addition of this Supervisor would free more of my time to
market the bus line, write grants and bus specifications, expand
our service into some of the outlying communities, etc.
The estimated local match in 1986, was $39,538.00. At the end of
1986, the actual amount that the City had to put in as a local
match was 10,794.70.
In 1987, the estimated local match is $13,860.00. However, the
First quarter of 1987, showed the City's actual local match to
be only $49.00. If the remaining three (3) quarters expenses and
revenues stay constant, the City's share at the end of 1987, will
be much less than anticipated.
Three (3) years ago, out of sixteen (16) Section 18 systems,
Richmond was ranked in the lower five. In 1987, out of sixteen
(16) systems, Richmond, is ranked in the top five (5). If we
want to be at the top of the systems in the State, we need to
continue to work for success.
