Jones Clerk- Treasurer GREENCASTLE COINIINION COUNCIL EXECUTIVE SESSION TUESDAY, OCTOBER 15, 1996 4:15 P.M. STREET DEPARTNIENT The Greencastle Common Council met in Executive Session Tuesdav, October 15, 1996, 4:15 p.m. at the City Street Department. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer. Councilor Green, Councilor Baynard and Councilor Masten. The purpose of this meeting is to discuss Real Estate Acquisition regarding the Dick Brown property as a possible parking lot. Two appraisals were received: L Jackson Appraisals - Market Value 515,000.00 2. Helmer Appraisals - Market Value 544,000.00 The average of the two appraisals is S29,500.00. The County has talked about participating* in a 50 -50 cost of buying and improving the lot. Councilor Green asked if the propert was environmentally clean. Mayor Michael responded that no one really knows. Councilor Masten responded that Attorney Zeiner has talked to IDEM and the best thing to do is cap the property. Councilor Roach stated that the City should make sure that a Phase I environmental audit has been made to make sure we are covered before the City commits to this project. Mayor Michael stated that we also need to make sure the Countv is committed to this partnership. Attorney Zeiner told the Council that he can ask Mr. Brown for an option on the Council's behalf. Councilor Roach asked what the offer was going to be. Attorney Zeiner stated that 529,500.00 is the average and the Council can authorize an option in Executive Session. Councilor Baynard stated that he has reservations about the County using this lot all day and City residents not being able to use until after 5:00 p.m. Councilor Masten stated that you have to walk before you can crawl. We all agreed to proceed with this and now we need to make an offer and see what happens. Councilor Baynard said that he can't see spending monev when he doesn't agree on the principle. Attorney Zeiner suggested offering S100.00 to Mr. Brown in earnest money along with the option and see what happens. Councilor Masten made the motion to authorize Attorney Zeine to offer Mr. Brown an option in the amount of 515,000.00 with 5100.00 for consideration. This motion was seconded by Councilor • Hammer.
