HomeMy Public PortalAbout19710217CCMeeting1 1 Savannah Beach, Georgia February 17, 1971 The regular meeting of City Council was called to order at 3:00 P. M. today with Mayor Michael J. Counihan presiding. The following Councilmen were present: Jack Daniels, Edward Jung, Robert Cary, Edward Towns, James Stettler and George Schwarz. A group of approximately 75 property owners ' fromthe- ,,a!reacdf First to Fourteenth Streets and from Butler Avenue west to the Strand, appeared before City Council to protest the re- zoning of this area. Attorney B. H. Levy acted as spokesman for the group;,and he stated that since he was not able to bring about an agreement and settlement of their complaints prior to the time set for final passage of the ordinance, he hid no other recourse but to file a restraining order on behalf of his group. He added that if the thinking of the mayor and council was not revised, he and his group would fight it to the end. He stated further that their principal objection was that the proposed new ordinance would permit hotels, motels, bars, rooming houses, hot dog stands, etc. in their area. After much discussion it was decided that a committee representing the protestors meet with a committee from city council as soon as possible in an effort to reach some agreement and bring about a meetigg of the minds. Mr. Levy appointed a committee consisting of Mr. J. P. Houlihan, Dr. Mulherin, Mr. Wm. H. McNeill and himself. The following were appointed by the Mayor to represent Council: Councilmen Daniels, Jung, Cary, and himself. Numerous other visitors were given the opportunity to present their views on the subject. The Minutes of the Meeting of January 20, 1971 were approved as written. Bills for the various departments were approved for payment. Mr. Ken Schafer of the Georgia Southern Area Planning and Development Commission, presented a tentative plan to City Council for the utilization of the campsite. He displayed preliminary plans and stated that final plans would be submitted in approximately ten days. Councilman Daniels moved that the regular council meeting scheduled for March 17th, St. Patrick's Day, be postponed to March 24th. The motion was seconded and unanimously carried. Councilman Daniels moved that Mr. Matthew Doyle be named to the Savannah Beach Planning Commission to replace Mr. Richard Grosse whose term has expired. The motion was seconded and unanimously carried. 47 48 Councilman Daniels then moved that Mr. Arnold Seyden be named as an alternate member of the Planning Commission. The motion was seconded and unanimously carried. The Clerk of Council was instructed to write a letter to Mr. Grosse thanking him for his hard work and accomplishments as Chairman of the Savannah Beach Planning Commission. Councilman Jung informed the members of Council that there were two specific pieces of property within the public domain of the municipality which are owned by the municipality and which are not considered necessary or convenient for public use, one of which is Alley No. 1, located on the Inlet at the southern end of the island which originally was used as a public street but which has not been opened to the public by the municipality and used by the public as a street at any time for a period of three years prior to this date; the second of which is a concrete block structure located at the northern extremity of Van Horn Street in Fort Screven known as the Gentle Haven Home, originally used as a county prison, and it would be for the best advantage and interests of the City and its inhabitants that said pieces of public domain property be sold to the highest and best bidders for cash. He then moved that the following Resolution be adopted. R E S O L U T I O N The Resolution was seconded by Councilman Daniels and unanimously adopted. Councilman Cary offered to contact Mr. William C. Fleetwood in an effort to acquire the necessary access land for our Beach Erosion Control Project. There were no objections from Council on this. Councilman Cary announced that a new water and sewer ordinance would be presented at the next meeting of Council. Councilman Edward Towns announced that he had been requested by the Old Firemen's Organization to have their charter dissolved since their real property had now been conveyed to the City and that he would secure a copy of the charter and get together with City Attorney Shea to get this accomplished. Mayor Counihan stated that due to the fact that we have no sidewalks on Ninth Street and several people have been hutt account accidents due to the speed breakers, we should eliminate five feet of these breakers on the side nearest the curb. Council agreed and Councilman Schwarz was instructed to have this job done by Mr. Reed. 1 1 1 1 1 Councilman Cary informed Council that he felt that due to the difficulty being experienced by the City of Savannah with the representative to the General Assembly in their efforts to accomplish their proposed annexation plans that we should discontinue our efforts for annexation to a more favorable time. He then moved that we drop our plans for annexation for this year. The motion was seconded and unanimously carried. Councilman Towns wanted to know if Council would be willing to contribute to the expense of a testimonial dinner to honor Mr. Edmund Solomon, former Chief of the Savannah Beach Volunteer Fire Department, for his 32 years of service. He said that approximately $75.00 would cover the expenses. Council decided to hold off on this for the time being and take it up at a later date. There being no further business, the meeting was adjourned to the next regular or special called meeting. CLERK OF COUNCIL 49 50 1 STATE OF GEORGIA COUNTY OF CHATHAM ) R E S O L U T I O N A RESOLUTION by the Mayor and Council of the City of Savannah Beach, Tybee Island in council duly assembled on the 28th day of April, 1971 and it is hereby resolved as follows: WHEREAS, there are two (2) specific pieces of prop- erty within the public domain of the municipality which are owned by the municipality and which are not considered necessary or convenient for public use; and WHEREAS, one of such parcels of property is Alley No.1 which is located on the inlet at the southern end of the Island and, although originally used as a part of the public streets of the city, has not been opened to the public or used by the public as a municipal street for a period of more than three (3) years prior to this date; and WHEREAS, the second of said pieces of property is located at the northern extremity of Van Horn Street in Fort Screven and includes thereon a concrete block structure im- provement known as the Gentle Haven Home for Retarded Children, such block structure having originally been used as a County Prison; And WHEREAS, it would be for the best advantage and interests of the City and its inhabitants that both of said pieces of property belonging to the municipality be sold to the highest and best bidders for cash. NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Savannah Beach, Tybee Island Georgia, and it is hereby resolved as follows: 1. That the City of Savannah Beach, Tybee Island offer for sale the two (2) pieces of property owned by the municipality, known as Alley No. 1 located on the inlet at the southern end of the Island, and the concrete block structure located at the northern extremity of Van Horn Street in Fort Screven known as the Gentle Haven Home for Retarded Children, and that the sale of said pieces of property would be for the best advantage and interests of the City and its inhabitants, as neither are considered necessary or convenient for public use. 2. That the method of sale be by sealed bid pro- posals for each piece of property after notification thereof has been made by newspaper advertisement to be placed in the Savannah Evening Press, the Public Gazette within Chatham County Georgia, once a week for four (4) weeks prior to the opening date of such bids; any and all bids to be accompanied by a deposit of ten (10) percent of the proposed bid payable 1 1 to the order of the City of Savannah Beach, Tybee Island Georgia, together with a written sales contract for the purchase of each of said pieces of property; the terms therein being specified as purchase price: cash; time when the purchase to be consummated no longer than sixty (60) days after the date of opening of such bids, the purchaser to pay for all attorney's fees, closing and recording costs. 3. The City of Savannah Beach, Tybee Island re- serves the right to reject any or all bids and to waive technicalities and /or formalities concerning said bid or bid procedure.
