A Special Meeting of City Council Was held at 7:00 P.M. this
evening for the purpose of putting on first reading an
amendment to the Water Ordinance and enacting a new Ordinance
on Sewer Services.
The meeting was presided over by Mayor Michael J. Counihan
and the following Councilmen were present: Jack Danield3.
Edward Jung, Robert Cary, Edward Towns, James Stettler , and
George Schwarz. City Attorney Bart Shea was also in attendance.
Councilman Cary cited the need for and amendment to our
present water ordinance and the necessity of enacting a new
sewer ordinance, assessing a charge for sewer service.
In regard to the Water Ordinance, he stated that our present
rates were the same as those charged by the old Tybee Water
Works back in 1929; also, in 1951 when the system was acquired
by the City. He said that due to the continuing increase in the
cost of labor, materials, etc., we had no alternative except to
increase our water rates in order that we may be able to cover
current expenses, pay off the principal and interest of our
revenue bonds, pay for fire protection maineextensions, provide
a surplus for capital additions and improvements, allow for
depreciation of present system of pumps, wells and tanks, make
new water mains. Councilman Cary also stated that water systems
should also produce enough revenue to provide for a decent living
wage for its employees.
With reference to the new sewer ordinance which he stated he
was going to present, Councilamn Cary stated that it was
necessary to enact and ordinance adding this charge because, in
accepting the Federal Grant for the construction of the secondary
sererage treatment facility, we had to give assurance to the
Commissioner of the Federal Water Pollution Control Administration
that adequate funds would be made available for the funding of
our share of the cost of the project by revising and adjusting
the water and sewerage rates and charges.
City Attorney then read the amendment to the Water Ordinance.
Councilman moved that it be adopted on first reading at this
meeting. The motion was seconded by Councilman Jung and
unanimously approved.
The new Sewer Service Ordinance was then read and explained
by City Attorney Shea. Councilman Cary moved that this
Ordinance be adopted and placed on first reading. The motion
was seconded by Councilman Jung and unanimously approved.
There being no further business, the meeting was adjourned
to the next regular or special called meeting.
