GREENCASTLE COMMON COUNCIL
SPECIAL SESSION
NOVENIBER 7, 1996 6:00 P.M. CITY HALL
The Greencastle Common Council met in Special Session Thursday, November 7, 1996, 6:00
p.m. at City Hall. Mavor Michael called the meeting to order. On the Roll Call, the following
were found to be present: Councilor Roach, Councilor Hammer. Councilor Green and Councilor
Masten. Also present was City Attorney Zeiner. Councilor Baynard was absent.
The purpose of this meeting was to discuss the Personnel Policy. Clerk- Treasurer Jones
distributed short and long term disability information. Discussion regarding implementing long
term disability ensued. Many different options were discussed: extending accumulation and
setting up a "sick day bank" to cover short term illness, cutting the number of sick days and
make them a use or lose and purchase the long term disability benefit. No decision was reached
on this subject.

Holidays as time worked was another subject discussed. Mayor Michael issued an executive
order in January 1996 that made holidays time worked for the purposes of overtime. Councilor
Masten stated that the Council should have acted on this since it has a financial impact on
departments and the Cit budget. Councilor Roach stated that there is never enough overtime
budgeted for and if overtime runs out comp time can be given. Councilor Masten stated that this
causes short staffing and comp time is a variable not a specific time as overtime is. Councilor
Hammer suggested that since this causes overtime to run out faster we should _o back to
holidays not included as time worked. Councilor Roach stated that since holidays were counted
as time worked in 1996 it would look as if they took something away if they chanUed it for 1997.
Councilor Masten was appointed to the committee formed by the Board of Works for Bulk
Purchasine for the City.
Being no further business, Councilor Masten made a motion to adjourn, seconded by Councilor
Roach. Vote was unanimous.
