AN ORDINANCE AMENDING CHAPTER 97 OF THE RICHMOND CITY CODE TO CREATE A STREET
TREE COMMITTEE AS A PERMANENT STANDING COMMITTEE OF THE RICHMOND PARKS AND
RECREATION BOARD
WHEREAS, I.C. 36-10-4 provides for the care and maintenance of parks and street
parks, by the Park Department, and
WHEREAS, it is desirable to provide for the position of a forester or horticulturist to
oversee the care and maintenance of parks and street trees and other plantings
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond,
Wayne County, Indiana that:
SECTION 1. Chapter 97 of the Richmond City Code as adopted by the Common Council is
hereby amended as follows:
By amending Section 97.02 to provide that the Street Tree Commission shall
be a permanent standing committee of the Board of Parks and Recreation.

concerning Ordinance NO. 51-1987. Please pass this on to the appropriate

RESOLUTION NO. 6 - 1987
(STREET TREES)
RESOLUTION IN OPPOSITION TO THE ESTABLISHMENT OF A STREET TREE
COMMITTEE AS A STANDING COMMITTEE OF THE PARKS AND RECREATION
BOARD AS STATED IN ORDINANCE NO. 51-1987.
WHEREAS, the Richmond Parks and Recreation Board does not have sufficient
1987 funds to adequately maintain a quality street tree program,
and
WHEREAS, the 1988 Parks and Recreation budget has no appropriations for,
personnel, supplies, or equipment for a street tree program, and
WHEREAS, the establishment of a Street Tree Committee as a standing
Committee of the Parks and Recreation Board would create a system
whereby the Parks and Recreation Department and Parks and
Recreation Board would be responsible for a public service, which
they have no capability to provide, and
WHEREAS, the lack of provision of this public service would expose the
Parks and Recreation Department and the Parks and Recreation
Board to undue public criticism and legal liability.
NOW THEREFORE BE IT RESOLVED BY THE PARKS AND RECREATION BOARD FOR THE
RICHMOND PARKS AND RECREATION DEPARTMENT:
The Board of Parks and Recreation is in opposition to Ordinance
51-1987 and that alternative solutions be explored by the
Richmond Common Council and the Richmond Street Tree Commission
unless sufficient funding is appropriated to maintain a quality
street tree program.
