HomeMy Public PortalAbout2021.057 - (06-01-21) RESOLUTION NO. 2021.057 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA ESTABLISHING PARKING RESTRICTIONS AND PROHIBITIONS FOR CITY FACILITIES AND CITY-OWNED PARKING LOTS PURSUANT TO CALIFORNIA VEHICLE CODE SECTION 22519 WHEREAS, pursuant to California Vehicle Code Section 22519, the City Council of the City of Lynwood may prohibit, restrict or regulate the parking, stopping, or standing of vehicles on any off-street parking facility which the City of Lynwood ("City") owns or operates; and WHEREAS, due to long-term parking of privately owned vehicles within City facilities and City-owned parking lots, the City Council of the City of Lynwood desires to impose parking restrictions within all City facilities and City-owned parking lots. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Lynwood approves the establishment of parking restrictions within all City facilities and City-owned parking lots. Section 2. No person shall park, stop or stand a vehicle within a City facility or City- owned parking lot for any period longer than two (2) hours during the time of 6:00 a.m. to 10:00 p.m. without a properly issued daytime City parking permit. Section 3. No person shall park, stop or stand a vehicle within a City facility or City- owned parking lot for any period between the time of 10:01 p.m. and 5:59 a.m. without a properly issued overnight City parking permit. Section 4. Pending parking availability for the requested City facility or City-owned parking lot, the maximum number of Daily Parking Permits will be limited to 2 per legally approved business and 2 per residential address. Section 5. Pending parking availability for the requested City facility or City-owned parking lot, the maximum number of Overnight Parking Permits will be limited to 2 per legally approved business and 2 per residential address with the exception of Sanborn/Mulford City Parking Lots, which will allow a maximum of 6 Overnight Parking Permits per legally approved business. Section 6. The posting of appropriate signs designating the prohibitions or parking restrictions shall be installed in all City facilities and City-owned parking lots. Section 7. Any vehicle found to be illegally parked within a City facility or City-owned parking lots will be cited and/or towed by a Los Angeles County Sheriff, a City of Lynwood Public Safety Officer, or by a City authorized exclusive tow service provider, in accordance with Lynwood Municipal Code Chapter 7-23 "City Referral Towing Services". 1 Section 8. The legal owner and/or registered owner of a cited vehicle may appeal the towing and the attendant fines, administrative costs, and tow and storage charges pursuant to California Vehicle Code Section 22852, and if successful, shall recover same from the City. Section 9. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
