April 28, 1971
The regular meeting of City Council was called to order
at 3:00 P. M. today with Mayor Michael J. Counihan presiding.
The following Councilmen were present: Jack Daniels, Edward
Jung, Robert Cary, Edward Towns, James Stettler and George
Schwarz. City Attorney, Bart E. Shea, was also present.
Visitors and petitioners present were Mr. Matthew Doyle,
Mr. Paul Myrick, Mr. Lee Berry_and Mr. Dave Chenault.
Mr. Matthew Doyle, local realtor, petitioned Council on
behalf of Mrs. Grace Downs for a permit to establish a land
cruizer trailer park on approximately six acres of land inside
the city limits on Highway 80, east of Chimney Creek and just
west of the property of Walter Brown. Mr. Doyle outlined the
backgroundof the prospective operators and also the type park
that was planned. Mayor Counihan stated that this request
would be looked into and an answer given as soon as possible.
Mr. Dave Chenault, recently appointed to take charge of
water meter reading, was introduced to Council.
Mr. Paul Myrick of Jesup, Georgia, appeared before Council
to request a variance to build four houses on four lots in Fort
Screven which were below the area required in our new zoning
ordinance. Mr. Myrick was advised that it would be necessary for
him to make this request to the Savannah Beach Planning Commission.
Mr. Berry, a new resident in the city, stated he was at the
meeting as an observer.
The Minutes of the meetings of March 10th and March 24th
were approved as written.
Councilman Schwarz moved that four parking meters for
angle parking be placed on the east side of Butler Avenue,
south of Sixteenth Street to Izlar Avenue. The motion was
seconded by Councilman Stettler. Under discussion, Councilman
Daniels raised the question of the location of the parking
meters in relation to the narrow sidewalk and the overhang of
the front end of the cars. After much discussion on this,
Councilman Schwarz, with the consent of Councilman Stettler,
withdrew his motion in order that his committee might make a
further study of this situation.
Councilman Daniels announced that a purchase agreement had
been entered into with Stoval Motor Company of Cornelia, Ga.,
covering the purchase of one 1971 Ford, 4 -Door police car. He
stated that this vehicle was being purchased under the State of
Georgia Contract covering police cars and the list price was
$3,209.54. He further stated that $2,340.00 of this amount
was covered by a Federal Grant, leaving a net cost to the City
for the car of $869.00.

Councilman Schwarz reminded Council that the Department of
Public Works was in dire need of a truck.
Mayor Counihan brought to the attention of the members of
Council the heavy weekly payroll the City had at the present
time and cautioned them against hiring new employees and
overtime work.
Council was informed by Police Commissioner Daniels that
the premises known as Herb's Tank, a lounge and package shop
on Butler Avenue had become run -down and in a badly deteriorated
condition. He moved that the licenses for this business not
be renewed until such time as the necessary renovations be made
to the outside of the building and the inside put in order
insofar as cleanliness is concerned. The motion was seconded
by Councilman Schwarz and unanimously carried.
Councilman Jung read a proposed amendment to the License
Ordinance, Section 11 -8 of the Code of Ordinances, and requested
unanimous consent be given to adopt this Ordinance on first and
second reading at this meeting. Unanimous consent was given by
Council. The motion was seconded and unanimously passed.
O R D I N A N C E
Councilman Jung read the General Fund Budget of revenue
and appropriations for the fiscal year 1971 -1972 and moved its
adoption. The motion was seconded by Councilman Daniels and
unanimously approved.
B U D G E T
Councilman Jung also read the projected Budget for the
Water Department and moved its adoption. The motion was
seconded by Councilman Daniels and unanimously approved.
B U D G E T
Councilman Cary, Water and Sewage Commissioner, requested
that Mrs. Linda Bazemore, Mr. Frank Kohell and Mr. T. K. Conlon
be cited for tampering with their water meter and damaging City
property. He made a motion that they be subpoenaed and brought
into court to answer these charges. The motion was seconded and
unanimously carried.

Council agreed to give holders of delinquent business
licenses until Monday, May 3rd to renew their licenses and if
not paid by that time they would be closed.
Councilman Jung announced that, at the present time,
$11,836.70 in real estate taxes for the year just passed still
remained unpaid. He stated this was for the information of
Council.
Bills for the various City Departments were approved for
payment.
Mayor Counihan announced to Council that as of April 1, 1971,
Mr. Tommy Reed, Superintendent of Public Works and Sanitation,
had been in continous employ with the City of Savannah Beach
for a period of 35 years. He stated that he felt the present
Council should go on record as thanking Mr. Reed for a job well
done in service to the Town. Council was in unanimous agreement
with th$s.
Councilman Daniels called attention to the fact that the
picture of former Mayor, James A. Brown, had been added to the
pictures of former mayors in the Council room.
Mayor Counihan informed the members of Council that the
City owned an old International Tractor which was of no use to
the Town and for which we had received an offer of $250.00.
Councilman Schwarz moved that this piece of equipment be sold.
The motion was duly seconded and unanimously carried.
Councilman Daniels stated that a check had been received
from Mr. S. W. Register for $300.00, making a counter offer to
purchase a small portion of Fifth Avenue in front of his house.
Council was reminded that they had previously set a price of
$450.00 on this land. It was the opinion of Council that this
counter offer should not be considered. The Clerk was instructed
to return Mr. Register's check.
Mayor Counihan stated that on his recent trip to Washington
he had the pleasure of a nice visit with Senator Talmadge
and Congressman Hagin, at which time he received assurance
that our Beach Erosion Bill would be scheduled for a public
hearing by the Senate Public Works Committee.
There being no further business, the meeting was adjourned
to the next regular of special called meeting.

AN ORDINANCE TO AMEND SECTION 11 -8 SCHEDULE,
CODE OF ORDINANCE, SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, SO AS TO READ AS FOLLOWS:
SECTION I: Be it ordained by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, and it is
hereby ordained by the authority of the same, that the following
additions, changes and deletions be made in the license taxes,
Section 11 -8 Schedule, for doing business in the City of Savannah
Beach, Tybee Island, Georgia.
Sub - Section "A"
AMUSEMENT ARCADE: 15 game machines in one location
except pool tables
