HomeMy Public PortalAbout08-22-2016 COW Minutes // ��z�� /1$0/90,1 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on August 22,2016 In the Boardroom Mayor Collins called the meeting to order at 7:06 p.m. Board Present: Mayor Collins, Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, Trustee Peck, Trustee Racich, and Trustee Wojowski,. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Randy Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police.. There were approximately 3 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop and Executive Session held on August 8, 2016. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS Trustee Lamb suggested having a Joint Meeting with the Plan Commission. Trustee O'Rourke inquired about potential repairs to Essington Road. PUBLIC COMMENTS No Comments. WORKSHOP #1 RIVERFRONT PARK POLICY Mr. Jon Proulx stated that staff has prepared a draft usage policy for the Plainfield Riverfront Park. The policy has been modeled after the Settlers' Park and Community Room policies. Mr. Proulx reviewed the policy and highlighted three (3)primary modifications from the existing policies including commercial use, service of alcoholic beverages, and fee structure. There was some general discussion and suggestions regarding modifications to the policy including clarifying what is included in renting the property, alcohol enforcement, security measures, and hours. Staff will continue working on the policy and also review with the legal department. #2 DUPAGE RIVER STUDY RESULTS Mr. Imad Samara, a representative from the U.S. Army Corps of Engineers, gave an update on the progress of the DuPage River Flood Risk Management Feasibility Study. The study objectives include reducing the risk of flood damages to structures and infrastructure, minimizing flood impacts to critical facilities, and maximize use of nature based features. Mr. Samara reviewed the different sub-committees including Hydrology & Hydraulics, Plan Formation, Data Collection, and Village of Plainfield Meeting Minutes—August 22, 2016 Page 2 Environmental/NEPA. Mr. Samara then reviewed the estimated study timeline. They will bring future updates back to the Board. Mayor Collins read the reminders. Trustee Lamb moved to adjourn. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 7:55 p.m. Michelle Gibas, Village Clerk
