HomeMy Public PortalAbout03.19.2014 Park Commission MinutesMedina Park Commission Meeting Minutes March 19, 2014 Medina City Hall Page 1 of 3 The Park Commission of Medina, Minnesota met in regular session on March 19, 2014 at 7:00 p.m. in the Medina City Hall. Park Commission Chair Ann Thies presided. 1) Call to Order Commissioners Present: Commissioners Absent: Also Present: Ann Thies, Madeleine Linck, Ellis Olkon, Dino DesLauriers, Nate Pearson and Lori Meehan Steve Lee City Council member Melissa Martinson, Public Works Director Steve Scherer and Assistant to City Administrator Jodi Gallup 2) Introduce New Park Commission Member Introductions were made. Lori Meehan was appointed to the Park Commission to fill a vacant term expiring December 31, 2014. 3) Additions to the Agenda: None. 4) Approval of Minutes: • February 19, 2014 Regular Meeting A motion was made by Linck and seconded by Pearson, to approve the minutes from February 19, 2014 as presented. Motion passed unanimously. 5) Public Comments (on items not on the agenda): None. 6) City Council Update Martinson updated the Park Commission on recent City Council actions. 7) 2014 Projects The Park Commission reviewed the 2014 project list and directed Scherer to look into the following items: • Pricing and options for solar lights along the trail in Hamel Legion Park • Pricing and options for a snow machine in Hamel Legion Park • Pricing and options for soccer nets at Hamel Legion Park and Medina Morningside Park It was noted that the Hamel Athletic Club would be presenting their ball field improvement requests at the April meeting. The following improvements were also discussed: Medina Park Commission Meeting Minutes March 19, 2014 Medina City Hall Page 2 of 3 • Hunter Lions Park — mow path, cut down buckthorn, and stripe parking lot. • Rainwater Nature Area — mow looped trail down the hill. • Medina Lake Preserve — clear a path for residents to be able to use the trail. Pearson will talk to some Bridgewater residents to try to set a date to have a group event to clean up the park. Scherer will continue to work with land owners to secure an easement for access to the park. • Holy Name Park — it was noted that a picnic shelter was planned for in 2015. This shelter should be fairly small, fitting two picnic tables. • Maple Park — this park will be further reviewed when all the snow melts. • Medina Morningside Park — it was noted that one ball field would be grassed in and soccer nets would be added to that space. • Walnut Park — some native plantings should be added to this park. Scherer will further investigate which plants would thrive in this location. Thies suggested holding two separate meeting dates to conduct the park tour because one date does not allow enough time to visit all the parks. It was determined that the April meeting would be held at the Hamel Community Building to allow for an extensive tour of Hamel Legion Park, weather permitting. The rest of the parks could be visited during the bus park tour in May. A motion was made by Olkon and seconded by DesLauriers to reschedule the April Park Commission meeting date from April 16, 2014 to April 29, 2014 starting at 5: 30 p.m. at the Hamel Community Building and change the start time of the May 21, 2014 meeting to 5: 30 p.m. to conduct the annual park tour. Motion passed unanimously. 8) Sign Layouts Gallup presented the updated signs to the Park Commission. The following changes were noted: • Add ball field numbers to the map • Remove "2 laps = 1.5 miles & 4 laps = 3 miles" from the map legend • Show a trail connection from Hunter Lions Nature Area to picnic shelter A motion was made by Olkon and seconded by Meehan to recommend approval to the City Council of the updated sign layouts with the noted changes. Motion passed unanimously. 9) Dog Park Update Medina Park Commission Meeting Minutes March 19, 2014 Medina City Hall Page 3 of 3 Olkon updated the Park Commission that he had read through all the city ordinances related to dogs and noted only one small change would need to be made to the ordinance to allow dogs off leash within a dog park. Thies asked if anyone was interested in taking her place on the subcommittee. Meehan volunteered to join the dog park subcommittee. 10) Staff Report a) Master Plan Update — It was noted that the City Council adopted the Park and Trail Master Plan at their March 18, 2014 City Council meeting. b) Park Dedication Quarterly Report — The 2014 activity and fund balance were reviewed. c) Training Opportunity: Planning 101 — Thies encouraged any of the Park Commissioners that would be sticking around in the next few years to attend this training opportunity to learn more about planning for the next Comprehensive Plan. d) Organizational Chart — An updated city organizational chart and a description of employee job duties was handed out to each of the Park Commissioners. e) General Items: o Thies requested that staff get an updated copy of Corcoran, Plymouth and Orono's park and trail maps. o Gallup requested volunteers to serve on a playground subcommittee to work with staff in selecting a vendor and specific playground equipment for the Park at Fields of Medina. Pearson and DesLauriers volunteered to serve on this committee. 11) Adjourn A motion was made by DesLauriers, seconded by Olkon and passed unanimously, to adjourn the meeting.
