A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA ADOPTING THE
RESOLUTION OF THE PARKING AND BUSINESS IMPROVEMENT
DISTRICT (PBID) ADVISORY BOARD SETTING THE ASSESSMENT
AGAINST BUSINESS ENTERPRISES IN THE PBID FOR THE 2021-22
AND 2022-23 FISCAL YEARS FOR THE LEVY OF THE ASSESSMENT
WHEREAS, pursuant to Section 36500, et. sec. of the Streets and Highway Code
of the State of California (CSHC), on November 27, 1985, Ordinance No. 1262 was
adopted into law establishing the Parking and Business Improvement District (PBID); and
WHEREAS, the proposed PBID Spending Plan and use of funds for Fiscal Years
(FYs) 2021-22 and 2022-23 were submitted and approved by the PBID Advisory Board
on May 11, 2021, after having determined that the use of funds would be beneficial to the
business community; and
WHEREAS, on June 1, 2021, the City Council adopted the reports for use of funds
in FYs 2021-22 and 2022-23 and approved the scheduling of a public hearing to allow for
any public comment and protests, whether oral or verbal, concerning the intended use of
funds pursuant to Sections 36524 and 36525 of the CSHC; and
WHEREAS, the City Council set the date of the public hearing for Tuesday, June
15, 2021, at a regularly scheduled City Council meeting in the Council Chambers at
Lynwood City Hall Annex; and
WHEREAS, on June 5, 2021, pursuant to section 36534(b) of the CSHC, the City
fulfilled its requirement of publishing the resolution of intention once in a newspaper of
general circulation in the City not less than seven (7) days before the public hearing; and
WHEREAS, at the closing of the public hearing, unless protests are received that
collectively represent 50% or more of the proposed annual assessment amount, the
Council may adopt a resolution to levy the annual assessments.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council hereby finds that the above recitals and true and correct.
Section 2. The City Council, after conducting a duly-noticed public hearing and
considering all verbal and written evidence, hereby finds the proposed assessments,
described in the report from the PBID Advisory Board's May 11, 2021 meeting, as described
in Exhibit A to this resolution and as approved at the June 1, 2021 City Council meeting,
appropriate for the collection and expenditure of the PBID funds for Fiscal Years 2021-22
and 2022-23 Spending Plans, having determined that the use is beneficial to the business
community. As such, the City Council hereby adopts the resolution for the levy of

assessments within the PBID area for Fiscal Years 2021-22 and 2022-23, as mandated in
Ordinance 1262 sec. 4a.
Section 3. The improvement and activities funded by the assessments shall include the
following:

1 Seasonal Decorations
To enhance seasonal decorations in the business district. PW $ 50,000
2 Marketing and Promotion
Develop marketing and promotion strategies, advertisement materials, hold
mixers, workshops and special events for businesses, including attendance at $ 50,000
trade shows that showcase, promote, and attract Lynwood Businesses. CD
3 Supplemental Maintenance & Abatement Services
Maintain the cleanliness of the streets, structures, and sidewalks in our business $140,000
districts. PW
4 Printing Supplies $ 5,000
Printing supplies for the advertisement of meetings and events. CD
5 Sanborn/Mulford City Parking Lots Improvement Project
Installation of parking lot lighting and restriping of parking stalls at two City owned
parking lots (Sanborn Avenue - APN 6173-003-201 and Mulford Avenue — APN $ 60,000
6173-004-900) PBID funds may be considered supplemental funding if cost
exceeds that which has been allocated. PW
6 Contingency $ 55,300
Funding set aside to cover possible urgent needs and/or unforeseen expenses.

Section 4. The City Manager, or his designee, is hereby authorized to sign all
documents necessary and appropriate to carry out and implement said improvements and
activities on the behalf of the City, and authorize the allocation of said funds to the
appropriate account pursuant to each approved Spending Plan.

the same shall be in full force and effect.
