A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING
THE CREATION OF A HOMELESSNESS PLAN BY CICCO SOLUTIONS
IN COORDINATION WITH FUNDING PROVIDED BY THE GATEWAY
CITIES COUNCIL OF GOVERNMENTS
WHEREAS, the City of Lynwood desires to participate in, and maximize
coordination and cooperation with, the regional strategies and systems addressing
homelessness; and
WHEREAS, within the context of increases in homelessness across the nation,
State and County, the City has also experienced an increase in homelessness; and
WHEREAS, the Gateway Cities Council of Governments (GCCOG) convenes
member cities to develop collaborative strategies around common regional issues,
including homelessness; and
WHEREAS, the City of Lynwood is an active member of the GCCOG; and
WHEREAS, annual funding from the County of Los Angeles is awarded to GCCOG
to provide programs to assist people experiencing homelessness in the Service Planning
Area (SPA) 7 region; and
WHEREAS, in February 2020, $2,057,235 in Measure H funds was awarded to
the GCCOG. The GCCOG used a portion of these funds to retain a consultant (Cicco
Solutions) to assist cities in the region to create Homelessness Plans; and
WHEREAS, the GCCOG has offered Cicco Solutions to assist the City of Lynwood
with the creation of a City-specific Homelessness Plan for Lynwood; and
WHEREAS, a Homelessness Plan would benefit the City of Lynwood, as it would better
inform and guide the City's homeless strategy, strengthen partnerships, coordinate resources,
and open the City to wider funding opportunities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood finds the recitals set forth above are
true and correct and incorporated herein as if set forth in full.
Section 2. The City Council of the City of Lynwood approves the creation of a
Homelessness Plan for the'City of Lynwood that will assist residents who are at risk of
homelessness or surviving homelessness, through the exploration and/or
implementation of the following goals:

Goal 1: Prevent Homelessness.
Goal 2: Increase Access to Affordable Housing.
Goal 3 Increase Income Opportunities for Those who are Experiencing
Homelessness and Those who are At-Risk of Homelessness.
Goal 4: Increase Access to Case Management and Services.
Goal 5: Create a Coordinated System
Section 3. The City Council of the City of Lynwood hereby authorizes the City
Manager, or his designee, to take necessary steps, including the execution of
agreements and other related documents, with GCCOG to undertake the services Cicco
Solutions to develop a City-specific Homelessness Plan for Lynwood.
Section 4. The City Clerk shall certify to the passage and adoption of this Resolution
and shall enter it into the book of original resolutions.
