A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO HARDY & HARPER, INC., IN THE
AMOUNT OF $727,000.00 FOR THE ALLEY IMPROVEMENT PROJECT;
AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT;
AUTHORIZING AN APPROPRIATION IN THE AMOUNT OF $589,425
FROM MEASURE M BONDS (FUND 2357) FOR THE PROJECT; AND
AUTHORIZING THE BUDGET REDUCTION TO THE CAPE SEAL
PROJECT (CIP NO. 4011.68.025), SLURRY SEAL PROJECT (CIP NO.
4011.68.047) AND STREET IMPROVEMENTS PMP (CIP NO.
4011.68.061) TO UNENCUMBER PREVIOUSLY APPROPRIATED
MEASURE M BOND FUNDS TO MAKE FUNDS AVAILABLE TO
PROJECTS THAT ARE READY FOR CONSTRUCTION
WHEREAS, the Alleys Improvement Project consists of removal and replacement
of asphalt concrete pavement and subgrade removal and construction of new AC pavement
section, existing asphalt grinding and AC overlay, removal and/or construction of concrete
longitudinal gutter, remove and reconstruct PCC pavement and AC driveway pavement
overlay; and
WHEREAS, the Project limits are as follow:
Alley 5: Martin Luther King Junior Boulevard from Martin Luther King Junior
Boulevard
Alley 18: Sanborn Avenue to East alley of Atlantic Avenue
Alley 34: Linden Street to West alley of Atlantic Avenue
• Alley 38: Elm Avenue to Harris Avenue
Alley 39: Elm Avenue to Linden Street
Alley 40: Linden Street to West alley of Atlantic Avenue
Alley 102: Olanda Street to Alley East of Atlantic Avenue
Alley 104: Alley 108 to Alley East of Duncan Avenue
Alley 105: Elmwood Avenue to Los Flores Boulevard
Alley 108: Los Flores Boulevard to Imperial Highway
Alley 110: Beechwood Avenue to Elmwood Avenue
Alley 113: Beechwood Avenue to Sanborn Avenue; and
WHEREAS, on February 23, 2021, the Notice Inviting Bids for the project was
advertised in the Daily Journal, Bid America, on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on Thursday,
March 18, 2021 at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received seven (8) bid proposals; and

WHEREAS, Hardy & Harper, Inc.is the lowest responsible bidder.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is hereby authorized to execute the agreement
between the City of Lynwood and Hardy & Harper, Inc. for the Alleys Improvement Project
(CIP No. 4011.68.053) in the amount of$727,000.00.
Section 2. That the City Council approves the following budget adjustments and
appropriation:

Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d) to
exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a). Staff
requests for the City Council to authorize the City Manager to approve consultant,
vendor agreements, modifications, change orders or agreement amendments related to
the Project up to the approved 'Project budget.
Section 4. This resolution shall take effect immediately upon its adoption.
